Family Preservation Programs
You Can Make A Difference In The Life Of A Child! Family Preservation programs are designed to serve children by focusing on the child's family as a target of intervention. Although there are times when the removal of a child from a home is needed, at Tennessee Baptist Children's Homes we believe that, no matter the situation, all children want and need to be loved and accepted by their families. By working with public service agencies, families, volunteers and court systems, we are able to reunite families in a more timely manner. Our Family Preservation staff are on-call to clients 24 hours a day. Our follow-up services include emergency calls and visits in times of crisis. The program emphasizes ministering to families while providing professional help that otherwise would not be available to the families we serve. TBCH operates family preservation programs in Brentwood and Knoxville. For more information, e-mail familypreservation@tbch4kids.org

Contact: Michael Kharfen, (202) 401-9215 Y2K READINESS OF STATE CHILDREN AND FAMILY PROGRAMS The five programs are operated directly by the states with oversight from ACF. State computers are used to determine the eligibility of beneficiaries and the disbursement of payments. In addition to supporting the administration and oversight of these programs, computers help make sure that eligible beneficiaries get the services they need and pay providers of these services such as foster care and child care. State computers are used to identify and locate delinquent non-custodial parents and collect child support payments. The five programs, operated by the States and territories, receive over $30 billion in federal funds to promote the economic and social well being of families, children, individuals, and communities. ACF conducted on-site assessments in fifty-five jurisdictions to evaluate the Y2K compliance of the operations of the five high impact programs. ACF visited the 50 States, the District of Columbia, Puerto Rico, Guam, American Samoa and the Virgin Islands to assess information systems.

Our Programs One of the hardest decisions you may make will be to walk through the doors of The Wellness Community. Once diagnosed with cancer, you may feel a loss of control, a loss of hope, and a feeling of unwanted aloneness. But, once you make the decision to visit the Wellness Community, we will give you the Hope, Choices, Tools, and Support to overcome these feelings. You will become part of a community of cancer patients who are active participants in their recovery. All programs are led by licensed professionals and are offered at no cost. The first step: orientation The Wellness Community recognizes your feelings of aloneness, lost hope, and loss of control. Your orientation meeting gives you the opportunity to share your story with other cancer patients, their families and cancer survivors - or you can just listen. A volunteer cancer survivor and staff member will introduce you to Tools, Choices, and numerous Support programs that can help you regain control of your life. Friends are welcome to come and support you. Strength in numbers: participant groups Participant groups provide a community of people with cancer sharing and learning from one another. These ongoing weekly groups are for adults diagnosed with any type of cancer and at any stage. They allow participants the opportunity to learn by sharing, listening, and discussing family issues, ways to reduce stress, treatments, beliefs, fears, milestones, and successes.

BALANCING WORK AND FAMILY
Big returns for companies willing to give family strategies a chance You're a solid manager and, word has it, a decent guy to work for. You treat your people well. But you've also got product to moveand since last year's restructuring, the proposals and requests have come at you like a wicked tsunami. Your staff seems a little frayed at the edgesno surprise, really, since they're in at 7:30 a.m. for the daily briefing and don't leave until past six. You're still trying to make just one of your kid's soccer games. And you can't remember the last long talk you had with your wife (though you do swap E-mail). ``Work and family''? Yeah, right. You've heard about some program the company offers. Child care, flexible hours, that sort of thing. A few employees actually use it, but they're mainly women with young kidsnot people who want a career. Not your boss. And not your staff. Frankly, you think it's a load of hooey. CLEAR GAINS. You might want to talk to the folks at First Tennessee National Corp.

VIII. SERVICE ARRAY
Rating of Review Team Regarding Substantial Conformity Rating Not in Substantial Conformity Substantial Conformity 2 X D STATUS WITH RESPECT TO SERVICE ARRAY Tennessee is not in substantial conformity with the systemic factor of service array. Findings pertaining to the specific items relevant to this factor are presented and discussed below. Item 35. The State has in place an array of services that assess the strengths and needs of children and families and determine other service needs, address the needs of families in addition to individual children in order to create a safe home environment, enable children to remain safely with their parents when reasonable, and help children in foster and adoptive placements achieve permanency. Strength X Area Needing Improvement Item 35 was rated as an Area Needing Improvement because although the State does have in place an array of services for children and families, the information gathered during the case record review and stakeholder interviews indicate significant gaps in services. According to the Statewide Assessment, DCS offers a wide range of services to enable children to remain safely with their parents when reasonable, and to help children in foster and adoptive placements achieve permanency. For the most part, services provided to enable children to remain in their own homes are provided by CSAs under contract to DCS. As noted in the Statewide Assessment, DCS at present does not have formal procedures for evaluating the quality of these services.

IX. AGENCY RESPONSIVENESS TO THE COMMUNITY
Rating of Review Team Regarding Substantial Conformity Rating Not in Substantial Conformity Substantial Conformity 3 X D STATUS OF AGENCY RESPONSIVENESS TO THE COMMUNITY Tennessee is in substantial conformity with the systemic factor of Agency Responsiveness to the Community. Findings with respect to items assessed for this factor are presented below. Item 38. In implementing the provisions of the CFSP, the State engages in ongoing consultation with tribal representatives, consumers, service providers, foster care providers, the juvenile court, and other public and private child- and family-serving agencies and includes the major concerns of these representatives in the goals and objectives of the CFSP. This item has been rated as a Strength because information gathered during the review indicates that DCS engages in ongoing consultation with providers and agencies in setting goals and objectives of the child welfare system in the State. According to the Statewide Assessment, in order to evaluate community needs and service delivery efforts, DCS maintains on-going communication at the State and local level with many community organizations, advisory boards, other State agencies, and citizen groups that have a role or interest in child welfare. Tennessee has no Federally-recognized American Indian Tribes (although training on ICWA is provided to caseworkers).
