Under the guidance of the Tennessee Department of Education, Division of Vocational-Technical Education, each of the 95 counties in our state has at least one high school or vocational school with foodservice training. Never before have these high school programs been more important to us. Our rapidly growing industry continues to create jobs at a time when unemployment is at an all-time low, making it extremely difficult for operators to fill their employment possibilities with the foodservice industry. Foodservice training programs in high schools and vocational institutions are ideally suited for this purpose and deserve our support. Many of these students are available to work on a part time basis while in school and quite possibly will be looking for career opportunities upon graduation.

Education A tradition of educational excellence and a broad commitment to pubic schools ensure that education is a major priority in Blount County. Students starting in pre-school can progress through vocational training or a four-year college degree without having to leave the county. Three separate public school systems offer a quality education to children in Blount County. Public education in Blount County offers quality instruction with low student-teacher ratios. Some of the finest schools in the state, and some of the highest SAT and ACT scores in the Southeast are found in Blount County. Included in these school systems are 23 elementary/middle schools, four high schools and one adult high school. Private schools and vocational schools also serve the area. A child must be five years of age to enroll in kindergarten and six years old to enter first grade (both ages as of September 20, in the year of matriculation). Enrollment requirements include: legal proof of age, a physical examination; a dental exam; and inoculations against polio, tetanus, measles, diphtheria, and whooping cough.

Education always has been a main concern in McMinn County, which hosts a four-year liberal arts college, a state vocational training center, 16 schools operated by county and city governments and three private schools. There are seven other colleges and universities within a 60-mile radius of the county, as well as one of only two accredited Japanese high schools in the United States. Colleges
Tennessee Wesleyan College, located in Athens, is a private, independent, coeducational institution accredited by the Southern Association of Colleges and Schools and the University Senate of the United Methodist Church. The college offers more than 20 majors and pre-professional programs to its 750 students. About 68 percent of the faculty holds doctoral degrees and the school boasts a student-to-faculty ratio of 15-to-1. Evening school programs are offered on the Athens campus with branches in Knoxville, Cleveland and Chattanooga. A sister school, Nagasaki Wesleyan, is located in Isahaya, Japan. Each year, several Nagasaki Wesleyan students transfer to TWC to complete their degrees.

Our History A statewide system of State Area Vocational-Technical Schools was established by the enactment of the state Legislature during the 1963 General Assembly to be operated by the Tennessee State Board of Education. The contract for the first building was awarded in February 1964, and ultimately, 26 of these schools were built in order to offer occupational training to as many Tennessee citizens as possible. All schools were to have modern facilities, flexible plans of operation ,and competent instructors selected from the field of work in which they teach. The Livingston State Area vocational-Technical School was the tenth of the 26 schools to be built and the first classes began in September 1966. The first graduates received their diplomas in December 1967. The site selected for the school was a 15-acre plot on Airport Road just outside (at the time) of Livingston. The land was deeded to the State of Tennessee by Overton County. construction of the buildings cost approximately $310,000 and the equipment cost around $500,000. Livingston was chosen as the site for the school because of its central location in the area it was to serve (Overton, Clay, Fentress, Pickett, Putnam and Jackson counties.)

"Schools across America are working to meet President Bush's call to leave no child behind," Secretary Paige said. "Educating America's students is primarily a state and local issue, but the department is working to support the needs of Tennessee's disadvantaged students without unnecessary federal red tape." Following are among the highlights of the grant award programs for Tennessee:
  • Title I grants, the largest federal education activity for pre-K through grade 12, helps districts close the achievement gap between high- and low-poverty schools by targeting resources based on the number of children in poverty. Even Start, a Title I component, supports local family literacy projects that integrate early childhood education, adult literacy or basic education, as well as parenting education for families. $112.6 million.
