New Internationalist October 2001 The proceeds of the internet-address deal (rumoured to be $50 million) are supposed to be ploughed into improving education on the outer islands, rebuilding the crumbling government administration buildings and extending the airstrip. Better sea transport is vital for this isolated island nation. Seaplanes are not economical. There still remains only one inter-island ferry and one Australian defence ship (said to patrol international waters and fishing rights). Tuvalu has paid its $20,000 membership fee to join the United Nations and the $385,000 operating costs of an embassy in the US. As such its tiny civil service is probably the best travelled in the world, with paid invitations to international meetings and equal participation with China and the US. Their vote within the UN and the Commonwealth is sought after and continues to help bring in high levels of aid. The culture is changing, even if the fun-loving, dancing and gift-giving Polynesian elements remain. Wide differences exist between Funafuti and the outer islands.   • Early Childhood Care and Development Activities
  • The Government of Tuvalu through the Department of Education has given priority and is convinced that human resource development, especially through education and training, has a key role to play in the future prosperity of the nation. The broad mission of the human resource development strategy (including education and training) is to enable future economic growth, to ensure efficient and effective delivery of education and training services, and to provide for long term sustainability. Early Childhood care in Tuvalu has always been something that all families in Tuvalu do. Caring for younger members of the family has always been, and still is, the major role of older members of the family or the community in general (aunts and grandparents). Tuvalu through its educational programs has reinforced and emphasized the importance of their roles and contributions in caring for their children. Awareness programs for parents have been reinforced through the Basic Education Life Skills (BELS), especially its Community Support component, where parents are made more aware of their particular roles at home. Our short and medium goal is to construct school buildings for all pre-schools and provide 100% of well-qualified teachers teaching in schools.

    Part I Descriptive Section Introduction Country Population According to the 1991 census, Tuvalu records a population of more than 9045 persons, 40% of whom live on the capital island of Funafuti. About 20% of the Tuvalu people live out of their country, especially in Nauru or as seamen in several shipping companies.     Tuvaluan culture is based on a complex set of social hierachies, courtesies and customs that regulate all aspects of public and private life. Several important social conventions should be observed by foreigners, including the removal of shoes when entering churches, meeting places ( manepa ) and private houses, and dressing conservatively when off the beach. Despite being geographically isolated, the Tuvalu people have an open, respectful relationship with visitors. Tuvaluans may indicate to a foreigner that they wish to have a private conversation; it is considered rude to speak a language in front of anyone who doesn't understand it, so they are simply being courteous. Dancing, singing and music play a big part in Tuvaluan culture, especially during the popular 'feasts of fatele'. If you are lucky enough to visit a village during a traditional celebration, you will be made welcome, and encouraged to join in the festivities. If you're stuck on Funafuti, groups of entertainers are available to perform traditional dances for a modest fee. Village, island and national governments are all grass-roots organisations. There are no political parties, despite the Western-based parliamentary model.

Tuvalu comprises a chain, 580 kilometres long, of nine coral islands lying between 5 and 11 degrees south of the equator, just to the west of the International Date Line. Six of the islands are built around lagoons open to the ocean. These islands are: Nanumea Nui Vaitupu, Nukufetau, ... Funafuti and Nukulaelae. With the exception of Vaitupu where the sea enters the lagoon at only one point, these six are all atolls consisting of numerous pieces of land linked by a reef and arranged rather like a string of beads. Funafuti lagoon, Tuvalu.
    Of the other islands, Nanumaga and Niutao have completely landlocked lagoons while Niulakita has no lagoon at all, but only a swamp at its centre. Since it has never had a permanent population Niulakita, the southern most island, was not taken into account in the naming of the Tuvalu group. Tuvalu means "eight islands standing together".
    The formation of coral islands was a topic of considerable scientific argument in the 19 th century. The question that particularly bothered scientists was this: since corals grow only at shallow depths in the sea (not below 80 metres), how is it that coral rock, formed from their remains, often extends for hundreds of metres beneath the sea?

Although most Tuvaluans these days are Christian, their adherance to traditional life is still an important and visible ingredient in daily life. Perhaps due to a combination of the Polynesian tradition of respect for family, community and environment and the islands' isolation from the modern world, Tuvalu was named the only nation in the world above reproach for human rights violations by a panel of observers in June 1998. Given the missionary tradition in the Pacific over the last two hundred years, it is surprising that the locals have emerged socially unscathed, but - unlike neighbouring American Samoa and Tonga - Western culture has arrived but not dominated the islands of Tuvalu. Religion is a big part of Tuvaluan life and the Sunday service is the most important event in the week. Tuvalu has been described as 'very religious' by visitors, and strict Congregational Protestantism is evident in everything from church services to business dealings. As with other Christianised Pacific islands, this imported religion has been seamlessly interwoven into the complex code of traditional ethics and behaviour.

The People's Lawyer by Philip Ells is an amusing and insightful account of a young VSO (Voluntary Service Overseas) lawyer's spell in Tuvalu. The book caused great interest in the island when it was released - everybody knew some of the characters personally. Transit of Venus - Travels in the Pacific , by Julian Evans, is a travelogue of the author's mordant, Dantean boat-hopping around the Pacific. While focussing on more developed locales such as Fiji and Western Samoa, his bleak, jaded view of the 'decay' of the Pacific is fascinating in light of 'advances' in Tuvalu. In The Happy Isles of Oceania - Paddling the Pacific , the perpetually morose Paul Theroux vies with the above author for the title of Most Cynical Pacific Traveller. It's a tie. The Material Culture of Tuvalu is an ethnological study of the peoples of Tuvalu. Australian economist TI Fairbairn's Tuvalu: Economic Situation and Development Prospects was written in 1993, but is probably already out of date. For a better understanding of Tuvalu's place in the regional economy, though, it's still worth a look.
