History of the nuclear power in Ukraine
In December 1991 the enterprises of nuclear power industry were integrated in UKRATOMENERGOPROM Concern that was reorganized in DERZHKOMATOM of Ukraine - Ukrainian State Committee on Nuclear Power Utilization. On 21 October 1993 the Verkhovna Rada of Ukraine lifted the Moratorium. The works at Unit ¹6 of Zaporizhzhya NPP, Unit ¹4 of Rivne NPP and Unit ¹2 of Khrnelnitsky NPP were resumed. In October 1995 the 6th unit of Zaporizhzhya NPP was commissioned. Zaporizhzhya NPP with its overall installed capacity of 6 GW became the largest nuclear power plant in Europe. At the national level a number of measures have been taken to complete construction of two power units at Rivne and Khrnelnitsky NPPs, which are 85-90% ready. Recently, in July 2002 the South Ukraine NPP being the first among the Ukrainian nuclear power plants, has obtained a license issued by DERZHATOMREGULUVANNYA, for operation of nuclear installations. Currently, there are 13 operating power units at Ukrainian NPPs, including 11 power units with VVER-1000 and 2 power units with VVER-440 reactors (new generation).

History and Government
History: Ukraine first came under Russian suzerainty in the 1650s, as an alternative to invasion by the Poles. Although part of Ukraine was annexed by Poland shortly afterwards, the whole of Ukraine was taken over by Russia after the partition of Poland at the end of the 18th century. When the empire of the tsar collapsed in 1917, Bolshevik forces consolidated their control over Ukraine and the republic was incorporated into the Soviet Union. However, Ukraine became the scene for much of the key fighting during the civil war of the early 1920s, and the Soviets subsequently lost some Ukrainian land to Poland, Czechoslovakia and Romania.
These lands were recovered after the Soviet victory in World War II, along with the Crimea, which was also attached to Ukraine (and is now the subject of an ongoing dispute between Ukraine and the Russian Federation). In the Gorbachev era, Ukrainian politics were substantially affected by the accident at the Chernobyl nuclear plant in northern Ukraine in 1986. The secretive and parsimonious behaviour of the authorities gave a boost to the nascent opposition movements in the republic, particularly the Ukrainian People's Movement for Restructuring, known as Rukh . Elections to the Supreme Soviet in March 1990 gave around one-third of the 450 seats to opposition groups, with the remainder occupied by the Communist Party.

This impressive book written by a York University professor of history should become the standard work about the Ukraine. The book covers Ukraine's history from the earliest to contemporary times. Subtelny, who has written other material in this area, has succeeded masterfully in giving a thorough account of the political, social, economic and cultural aspects of Ukraine's story as a nation. Its big strength lies in the intertwining of these various facets. The book, while being scholarly, is very readable as a high school or university reference. The book has an excellent selection of photographs, drawings and sketches. These have been thoughtfully laid out to complement the text. The photographs of a recent Ukrainian activist rally add a particularly timely touch with the era of glasnost upon us. A good portion of the book focuses on modern times. Included in the volume are twenty-nine superb maps; their inclusion adds a dimension not normally found in this type of undertaking. There are extensive notes, a useful index and an excellent bibliography.

    History of Presidency
    Translated from Latin the word "president" means "sitting ahead". The development of this political institution started at the end of the 18th century and coincided with the appearance of the first democratic systems in the countries of the Old and the New World. In the 18-20th centuries the institution of presidency became almost an integral part of republican form of government and an important feature of a democratic system.
    It is generally known that the first republics appeared a long time ago. Ancient Greek city-states including those existing on the territory of today's Ukraine (Olvia, Pantecapaion and Chersonesus) were republics. From VI BC to I BC the famous Rome was also a republic. In the Middle Ages numerous city-republics existed on the territory of Italy (such as Venice, Genoa, Florence). Later the Republic of United Provinces appeared in the Netherlands (1572); republican system of government reigned in Britain at the time of the Revolution (1649-1660). But none of them was governed the way today's republic are.
    The first republics of modern type, headed by the President, appeared only in the New World and only in modern times. Their appearance can be explained in the first place by the desire of young, full of energy and unbiased colonialists to get rid of onerous remains of monarchical regime. That was the reason the post of President became elective, instead of lifelong, and what is more important, limited by the Constitution. The institution of Presidency was vested with the main task of the republican system - to guarantee the observance of the Constitution, and therefore, of democracy.

    Ukraine: Worst air show disaster in history
    The disaster which has killed 83 people to date in western Ukraine is the worst ever to have taken place at an air show. A further 115 people are reported to have been injured when the Sukhoi SU-27 crashed at 12.45 MSK on Friday.
    The manoeuvre at low altitude over Skhyliv airport, Lviv, in western Ukraine went badly wrong as the aircraft, flown by two experienced pilots, lost power, appeared to hit a stationary aircraft on the runway and after sliding along the ground for some 50 metres, burst into flames, killing 83 people, seven of whom were children and injuring 115. Both pilots managed to eject and are in hospital, in a condition reported as “more or less serious”, according to hospital sources in the Ukraine.
    President Leonid Kouchma interrupted his holiday to be present at the airport. He dismissed his Air Force Chief and banned all future military manoeuvres at air shows in the country. The air show at Lviv was to commemorate the 60th anniversary of the 14th Air Corps. The Sukhoi SU-27 is a large fighter aircraft which can reach a maximum velocity of 2,500 kph and has an autonomy of 4,000 kilometres.
    The fact that the pilots ejected before the aircraft crashed would indicate that it was already out of control when it came dangerously close to the ground, apparently ruling out collision as the source of the crash, but rather the symptom. Until the black box is analysed there is only conjecture as to the origin of the accident but everything would indicate power failure at a critical moment of the manoeuvre.
