Many of the latter are Wahhabis, though UAE Wahhabis are not nearly as strict and puritanical as the Saudi variety; the UAE is probably the most liberal country in the Gulf but it is still very conservative by Western standards. After World War II Britain granted autonomy to the emirates, and in 1971 the independent federation was formed; neighboring Qatar and Bahrain, which originally were to be part of the federation, opted for separate statehood. Following a period of severe internal tensions in the late 1970s, there was progress toward political unity in the 1980s, but rivalry between Abu Dhabi and Dubai has hampered closer cooperation. The United Arab Emirates participated with the international coalition against Iraq during the Gulf War (1991) and since then has expanded its international contacts and diplomatic relations.
