Barrowes Here in the U.S., we have a few examples of privately run businesses that we can compare with government-run monopolies. United Parcel Service (UPS) is one example. This private company ships almost twice as many parcels as the U.S. Post Office—and usually does it faster or cheaper. One reason is that the U.S. Post Office hasn’t had to face the tough choice of either matching the competition or going out of business. Also, the Post Office pays considerably higher wages for comparable work, and we (the customers) ultimately pay for it. Many Americans have learned that a government-run monopoly cannot compete with private enterprise in terms of quality, customer service, and price. It’s too bad this lesson hasn’t been learned by our public school system, which is a government-run monopoly. Private schools are allowed to exist, but not to compete on an equal or fair basis. An average household pays taxes over the years sufficient to support their children’s public schooling, which costs over $3000.00 in state and local taxes per year. If parents choose private or home schooling, they still pay all the public school taxes, so they pay twice—once for the private school tuition and once for the public schools. Is this the American way? Do we really want to keep a system that favors one education provider over all others and requires double payments on the part of citizens who wish to choose an option other than the government provided one? Could we tolerate it if people who drove the "wrong" make of car had to pay a 100% tax, thus doubling the price? Such a tax was very nearly imposed last year on four Japanese luxury cars, but only as a punishment to Japan for refusing to open their markets to U.S. manufactured cars.

Results matter. But what are the results? What are they here in Utah? People with opinions on the state of education in Utah are not in short supply, but few of them agree. Utahns cannot pursue educational excellence or decide upon needed improvements if there is no clear picture of the status quo. Because of the importance of educational excellence, a thorough and accurate evaluation of education in our state must be regarded as a critical need. To meet this need, this study takes a close and comprehensive look at education in Utah. Definitions.
A. "Board" means the Utah State Board of Education. B. "Accreditation" means formal Board approval of a school that has met standards considered by the Board to be essential for the operation of a quality school program. C. "State Committee" means the State Accreditation Committee, which is composed of public school principals, school district personnel, private school representatives, and USOE personnel. D. "USOE" means the Utah State Office of Education. E. "Accreditation Standards Annual Report (Annual Report)" means a document that explains a school's compliance with educational standards and progress provided by the school in its school improvement plan. The school improvement plan is a dynamic document that reflects changes and progress made by the school community. The Annual Report also provides definitions and criteria required by Northwest for accreditation.

Governor Mike Leavitt today signed House Bill 329 which creates alternative middle schools for students who chronically disrupt the regular classroom and need strict supervision. "Our middle schools are becoming a place of distraction, overcrowded classrooms and outsized behavior," said Leavitt. "There are few options now detention at $140 a day or sending kids home to potential trouble like crime and teen pregnancy. The Alternative Middle Schools bill creates a highly supervised, structured environment designed specifically for students who refuse to keep the rules of society and are not yet ready to learn with the mainstream." The $2 million alternative school initiative will prepare students to return to their regular classrooms as responsible, productive students. The class sizes will be small, with an ideal size of between 812 students, instructed by specially trained teachers. Each student placed in an alternative school will have an individualized student education and occupational plan that has been reviewed and approved by the student, the student's parent or guardian and a representative of the school. The program requires substantial parental involvement. Sufficient counseling and treatment services will also be provided to meet the individual needs of students at the school.

  • Reading and Literacy Initiative - Initiated a new elementary school reading and literacy program to ensure that all Utah students are reading at or above grade level at the end of the third grade. The program is comprised of several major components, including $5 million to fund the reading improvement programs developed for each school, $500,000 for teacher in-service training in reading instruction, and $75,000 for the "Read-to-Me" program. The program will serve approximately 35,000 students in grades one through three. (HB 312, State Literacy Program and HB 8, Child Literacy Program)
    Alternative Schools - Established a program of alternative placement for middle school students who are consistently disruptive in the normal school setting, at an appropriation of $2 million. This allows these students to continue their education in a more structured environment for a limited period of time, while removing their negative influence from the regular classroom. The Boston Experience
Boston Public Schools (BPS) , local businesses and intermediary organizations. Central to the visit was learning how school-to-careers (STC) has been integrated to broader education reform efforts within BPS and its 128 schools. Participant comments on education reform initiatives:
  • Leadership is critical to initiating reform, but the buy-in of all staff and students is necessary for any reform to establish lasting and positive change. Maintaining high standards for all students increases the likelihood of their success. Money is criticalfor professional development, for more teachers and for school improvement. Professional development is an important element in improving education. After-school activities are an effective way of connecting young people to other institutions and individuals in their communities. Broader regional or state-wide coordinating committees can be effective in addressing challenging areas such as standards and assessment.

Alternative Methods of Education in Utah
The field trip to Utah featured a variety of models and systems of education, including (1) education and employment preparation available in a public, alternative high school and adult education center, HORIZONTE Instruction and Training Center, (2) Salt Lake Community College (Redwood Road Campus), (3) Clearfield Job Corps Center, and (4) Weber Basin Job Corps Center. The field trip also included meetings with Robert Gross, Executive Director, Department of Workforce Services to discuss Utah's consolidation legislation for JTPA, Job Service and AFDC; and with local youth policy makers, practitioners and business leaders. Utah has a highly urbanized population85 percent of the state's population is in the Wasatch corridor, an area 15 miles wide and 80 miles long. Most of the state is either desert or mountainous, with only 4 percent of the land devoted to farming. The economy has moved from a primary focus on mining and processing natural resources to greater diversification encompassing high tech industries. State unemployment is at 3 percent or less. In recent years, Salt Lake City has experienced great diversification of cultures and demographics as people have immigrated to the area. According to Salt Lake Public School Superintendent Darlene Robles, currently there is a major divergence between the cultural, racial and ethnic and backgrounds of the teaching staff and the student population in the public schools. (The city's school population is 32 percent minority.

PROGRAM DESCRIPTION The alternative routes to teacher licensure were developed to increase the number of eligible, qualified and prepared teachers. The programs offer an alternative to the traditional two year university teacher preparation.
ELIGIBILITY To be admitted to Alternative Routes to Licensure (ARL) an individual must:

This article provides information about the philosophy of some for-profit alternative schools, and it also offers conflicting opinions of students who attend these types of institutions. Some parents and students feel these schools are "lifesavers" whereas other students are frustrated with the independent study and self-help approach. One main focus these alternative schools have is not academics but to teach troubled youth tools for life; this may be an on-going debate between educators at traditional schools and those who support alternative education.
