    elcome to the Home Page of the Utah Personnel Development Center (UPDC). The UPDC is a staff development project sponsored by the Utah Comprehensive System for Personnel Development (CSPD) consortium for Special Education.
    The purpose of the Utah Personnel Development Center is to respond to statewide personnel development needs as identified by the Utah Special Education Consortium for students with disabilities.
    Special educators, regular educators, teacher aides, parents, administrators, ancillary personnel and students with disabilities from all 40 school districts, State Operated Programs, Utah Parent Center,and Institutes of Higher Education. Training and services can be arranged through the Special Education Director of each district with individual Personnel Development Plans (PDPs) for each agency.
    1. Inservice training in "validated educational practices" and other educational procedures. (Training is provided at the awareness, understanding and application levels.)
    2. Facilitation with groups or individuals to help them solve immediate concerns and/or future issues and concerns.

    Character Education Partnerships
    How can parents, educators, and local school districts begin to work together toward a common goal of promoting good citizenship and character among youth? Four states, North Carolina, Connecticut, Maryland, and Washington recently received grants totaling nearly $1 million dollars from the U.S. Department of Education to help launch a partnership between the state education department and one or more local school districts to establish character education programs for youth, U.S. Secretary of Education Richard W. Riley announced June 8, 1996 at the White House Conference on Character Education. "Clearly we can all agree about the importance of teaching our children, both as individuals and as members of society, the importance of common values such as respect, responsibility, trustworthiness, and citizenship," Riley said. "This support will help these states bring communities including students, parents, educators and others together to identify common values to help put children on the right course." Parents, students, and community members, including private and nonprofit organizations, can participate in the design and administration of the program. The character education partnerships will help states work with school districts to develop curriculum materials, provide teacher training, gauge and build a community consensus on common values, involve parents in character education and integrate character education into the curriculum.

    The Utah Community Partnership for Character Development will build a common philosophy of character development that will act as a framework for programs.
    • This Project will be centered in the community with education as a significant partner. It is a collaborative undertaking of the Utah State Office of Education in partnership with: Granite School District, Salt Lake City School District The BYU Public Education Partnership , (which includes Alpine, Jordan, Nebo, Provo , and Wasatch School Districts ), additional school districts who may apply for participation, Utah State University , and the Joseph P. Kennedy Foundation The Partnership is also viewed as a vehicle for implementing current statewide policy initiatives. Governor Michael Leavitt has selected character development as a priority in his administration and has established the Centennial Values Commission , a non-partisan body, which will identify a visionary framework that will recognize and promote caring communities.

    Level 1 Educators who do not have 2 or 3 years of successful experience in area of licensure*
    • 100 Professional Development Points over period of license.** Points may come from professional development activities or employment experience (25 points per year over previous three years). Pay $15.00 license renewal fee There is no renewal form for a Level 1 License. Send a letter requesting license renewal and include your name, social security number, and current home address along with a check for $15 and verification (transcripts, etc.) of your renewal points. These may be submitted any time after January 1 and before May 30 in year of expiration to enter into CACTUS.
    *Educators with 2 or 3 years of successful experience in their area of licensure should get a recommendation from the school district superintendent or designee for the Level 2 license and submit it with a check for $15 to USOE Licensing Section.
    Level 2/3 Educators with valid license and 3 years work experience during previous past five years
    Renewal for Level 2/3 Educators with a valid license has two parts:
    • 100 points for educator work experience in an accredited school (35 points per year up to three years during previous five years) and 100 Professional Development Points over 5 years (Level 2) and 7 years (Level 3).** (Prorated for the first five years.) (Professional Development Points may be accrued beginning July 1, 1999. This does not pertain to Category 1.)**

    Email: upartner@uswest.net The purpose of this Guide is to outline the steps to develop effective collaborations among business, education , government, parents and community organizations. The base for this outline will be the 12-step process developed by the National Association of Partners in Education, Inc. (NAPE) and found to be comprehensive by most statewide programs throughout the U.S. The Guide is designed to be concise, therefore if further information or training is needed, please contact the Utah Partnership for Educational and Economic Development, Inc. at 801-538-8628. In a recent survey conducted for the Utah Partnership by Dan Jones and Associates, employers were interviewed across the state; 90% said workforce was their major challenge. When asked to describe workforce, 56% said workforce skills are the main concern. When asked how they plan to solve their problem, 9 out of 10 said they want to develop partnerships with education to better prepare future and existing employees. Business and education want to know how to make these partnerships most effective. Step 1: Awareness
    For the past five years, partnership awareness has been a major emphasis of the Utah Partnership, the Centennial Schools program, numerous community organizations and the partnership coordinators in each of the 40 school districts, 5 applied technology centers, and 9 colleges and universities. The School-to-Careers program is providing additional emphasis to partnership programs which provide more relevance to all education programs. For partnership awareness material for business and education, please contact the partnership coordinator, principal, superintendent or college president at each educational institution or call the Utah Partnership.
