Jeffords's Special-Ed Plan Revived
As power shifts, Democrats press for full funding. By Susan Milligan, Globe Staff, 6/4/2001 WASHINGTON - Newly empowered by the defection of Republican Senator James Jeffords, Senate Democrats take control this week with plans to push for a project he has championed for more than a quarter-century: a special-education program that would funnel as much as $100 million yearly to Massachusetts. Local school boards around the country have long been fighting for the program, the cost of which is now heavily borne by property taxpayers. In Maine, advocates estimate that full federal funding of the Individuals With Disabilities Education Act, or IDEA, could reduce property taxes as much as 5 percent. The White House and Republican leaders in Congress have argued against committing the federal government to paying its legally mandated 40 percent share of the program. Although Jeffords and other supporters forced a voice vote on the Senate floor last month in favor of the plan, it appeared unlikely that a Republican Congress would include the measure in the final education bill and in the appropriations process. But with Senate Democrats set to retake the helm this week, ''I'm absolutely convinced'' the $181 billion over 10 years will be approved, said Senator Edward M. Kennedy, Democrat of Massachusetts and the incoming chairman of the Senate Health, Education, Labor and Pensions Committee.

The National Coalition on Asia and International Education in the schools is a broad-based, informal coalition of leadership groups that share a deep interest in promoting the close ties between international affairs, cross-cultural understanding, economic development and education reform. The coalition, which is co-chaired by former governors James B. Hunt Jr. of North Carolina and John Engler of Michigan, includes executives of national education associations, business leaders, policymakers, scholars, and heads of media organizations. The goals of the coalition are to:

Introduction:
Holistic Modalities are becoming increasingly more integrated into the practice of patient care. Definition: The National Institutes of Health (NIH) define a holistic perspective as one that "considers the whole person, including physical, mental, emotional and spiritual aspects" Examples of holistic modalities and therapies include massage, therapeutic touch, Reiki, reflexology, imagery, art, dance, music therapy, aromatherpy, shiatsu, biofeed back, meditation, diet and nutrition (for the purpose of this advisory, the use of herbal medicines is not included in the modalities considered). Scope of Practice: It is within the scope of practice of an RN as defined by §1572 (2) to employ holistic modalities and therapies into nursing practice "to meet such nursing and client goals as increased comfort, relief of pain, relaxation, improved coping mechanism, reduction or moderation of stress and an increasing sense of well being. Holistic modalities are incorporated into the overall plan of nursing care. Nurses who utilize holistic modalities and therapies should: 1) demonstrate appropriate education that emantes from a recognized body of knowledge 2) demonstrate adequate ski11 in applying the modality/therapy.

Dresden School Board Opposes Costs of Education Law

Hanover The Dresden School Board has stated its opposition to the cost of implementing the federal No Child Left Behind Act, and other area school officials will start talking about the law at meetings this month. Dresden board members approved putting on the annual Town Meeting warrant an article asking voters to condemn the federal education law's additional financial burdens. Those cost estimates have New Hampshire educators arguing that the most sweeping change in the federal government's role in education since 1965 constitutes an unfunded mandate a federal requirement not backed by federal money and a loss of local control over education. The cost of those requirements is making area school administrators nervous as they prepare budgets for next year. The Dresden School Board backed a resolution circulated by school officials from Somersworth that urges full federal funding of federal legislation. Dresden officials are still working on language for a warrant article that, if approved by Hanover and Norwich voters later this year, would say that the district opposes any and all unfunded and underfunded federal education mandates. The Lebanon School Board had planned to discuss the law before the holidays, but had to put it off amid marathon budget discussions, said Superintendent Mike Harris.

VERMONT COMMUNITY PARTNERSHIPS
Community partnerships have been developed across the State to ensure collaborative efforts among schools, human service organizations, families, and other community members and organizations. The goal of these partnerships is to design effective community-wide strategies to improve the well-being of children and their families.
Vermont has received funding support from the Annie E. Casey Foundation and from the Department of Justice's Caring Communities Program to support several communities in developing strong partnerships around needs assessment, planning, collaborative service delivery, methods of pooling funds, cross-disciplinary professional development, and comprehensive system-wide performance and outcome evaluation.
All 12 districts of the Agency of Human Services have received some financial support to strengthen their community partnerships.

Vermont Governor Considers Rejecting Federal Funds
As requirements for the federal education law start to kick in, Vermont governor Howard Dean is asking whether the cost of compliance is greater than the $53.7 million in federal money affected by the No Child Left Behind Act that the state receives. That includes about $21.4 million in Title I funds. If it is, Vermont may be better off rejecting the money and retaining its own assessment procedures, Dean told Education World. Included: A description of why Dean proposes turning down certain federal aid.
Saying that the cost of retooling state education assessments to meet federal education requirements could exceed the state's federal education allocation and expressing concern about stipulations in the federal law, Vermont governor Howard Dean is considering rejecting federal aid rather than complying with the requirements. Vermont currently receives about $53.7 million in federal aid including $21.4 million in Title I money plus other federal grants and assistance that will be affected by the No Child Left Behind Act.
