Grant Review Panelists GENERAL INFORMATION A major portion of the Vermont Arts Council's work is dedicated to providing funding through competitive grants to artists, organizations, schools, and partnerships. Through its grant programs, the Council seeks to fulfill the following goals:
  • Create an environment where artists and arts organizations can flourish Nurture lifelong learning in the arts Strengthen community life through the arts
If you are interested in applying for an Opportunity Grant, please be aware that all deadlines for FY03 have passed. New guidelines will be available in early April, with the next deadline, for most programs, on May 12, 2003. In response to comments from our constituents and to reduce costs, the Council will be offering grant guidelines and application forms online. We hope this new feature will be easier, more accessible, and an improvement to hand-writing your application. Printed copies of the guidelines and forms will still be available, on request, for those without access to the web.

The Vermont Arts Council was founded in 1964 on a simple and powerful premise: that the arts enrich lives, expand minds, and form a vital thread in the fabric of Vermont community life. The Council fosters classical, traditional, and emerging forms of artistic expression. It finds enduring ways to make the arts a part of all Vermont communities, bringing inspiration to Vermont citizens and visitors in every corner of the state. It advocates for and supports the arts as a central part of education for all people. The Council functions as a community partner and a catalyst for artists and organizations. It offers professional development opportunities and technical advice, collects and disseminates arts information, and acts as the state's foremost arts advocate. The Vermont Symphony Orchestra Association, Inc., a state-supported non-profit institution founded in 1936, exists for the purpose of fostering and encouraging the appreciation of music in all its various forms, with emphasis on orchestral, choral and chamber music. Vermont
Demographic and Fiscal Overview
Vermont is a small state, especially in population. Its small scale means both that actors in state education circles tend to know each other and that support from outside sources goes much farther than it would in a large state. Yet, its rural nature (two-thirds of the population lives in a small town or rural area) often isolates some schools from the larger towns and the state capital. Vermont's 105,000 students are spread across some 279 school districts with school boards. This school population is diverse in income and in special needs, but not in the standard categories of race and ethnicity. Across supervisory unions, the median percentage of children on free and reduced lunch was 24 percent, and the state has substantial areas of rural poverty.
State Strategy for Systemic Reform
The state strategy for systemic reform in Vermont is based on an overall theory of change and several activities that the Vermont Department of Education (VDE) uses to try to promote this theory promoting a vision of change, engaging the public, defining standards and assessments, and building partnerships outside the VDE.
Theory of Change
Interviews with members of the State Department of Education, together with the actions they have taken over the past few years, suggest that they embrace a theory about change in the educational system in which the following elements are central: (1) change should be oriented toward results; (2) state policies should provide consistent, but general, guidelines; (3) widespread public support is important, both for setting general directions and for making local decisions; and (4) all interested groups should realize that change will take time and support.

In this issue: Special Education—At What Cost to General Education?
by Tom Parrish Questions about the impact of rising costs of special education on general education programming are among the most contentious issues faced by the public education community today. In “Irreconcilable Differences? Defining the Rising Conflict Between Regular and Special Education,” Meredith and Underwood (1995) raise the issue of resource competition between these two groups of students as a major concern. They conclude that “the cost of educating disabled students...is threatening our ability to educate nondisabled students in many districts and, therefore, is placing the entire public education edifice potentially at risk.” In Vermont, the Blue Ribbon Commission on Special Education Costs, set up by the Legislature in 1998, concluded that “the cost of special education is rising at a rate that Vermont cannot sustain...cost-containment must become a system-wide priority.”

Vermont-NEA origins and milestones
Thanks to the influence of Horace Mann, the late 1840s saw Vermont's isolated local schools emerge as a statewide system backed by a state encouraged educational policy. In 1850, Hiram Orcutt of Thetford, writing in the Vermont Chronicle , called for the formation of a State Teachers' Association. On October 16, 1850, teachers and friends of education met in Montpelier to organize a State Association of Teachers and "to discuss and adopt such Resolutions as express their views upon the subject of Education in Vermont." The new organization met for the first time in Waterbury on August 26, 27, and 28, 1851. The first Association president, Reverend Worthington Smith, president of the University of Vermont, emphasized the need for a unified system of education within the state. The Association resolved to publish a journal devoted to matters of interest to educators. By 1859 the Journal was being published for an Association of 400 members, 260 of them teachers. Women were allowed only honorary membership, although they paid the full membership fee.
