    1. Why are the "Action Planning" and "Session Review" areas not functional? The website is a work in progress. The first step in this process is the creation of the Graphing Area. Graphic representations of student performance data are now available in eight of twelve question areas. Future enhancements of this website will include completion of the Graphing Area as well as the construction of the Action Planning Session and Session Review areas. The Action Planning Session will utilize the same questions and graphs as the Graphing Area but will allow school action planning teams or community members to reflect on their school's assessment results through additional focusing questions. Teams will be able record their responses to the focusing questions as they navigate through the website. These responses will be saved and allow teams to print reports of their Action Planning Session. When teams return to the site later date to continue their planning process, they will be able to use the Session Review area to revisit previous work.

    The fiber-optic network, which is a core of the current network, evolved out of the HRMS project. Fiscal 1993 estimates [ Klein, Stephen A., Duncan W. Goss, Donald E. Dickson, Jr., "Study of Vermont State Data Processing System Purchases and Vermont State Information Systems Planning and Design," Joint Fiscal Office and Legislative Council, December 29, 1993, p.7.] of the costs not attributable to HRMS are $1,128,900. From a financial perspective, these are sunk costs, both operating and capital, and not comparable to any future expenses.     Installation of fiber optic cable in Montpelier and Waterbury to support the Human Resources Management System (HRMS) project. The fiber optic network is funded as part of the HRMS project, which in turn is funded by a surcharge to the government community.
    Presentation to Information Systems Advisory Council by Patricia Urban regarding recommendations for network (fiber) infrastructure design
    Presentation to Information Systems Advisory Council by Patricia Urban regarding financing alternatives available for network funding. Council votes on a surcharge funding model on telephone charges of 6% and votes unanimously to forward its recommendation to Secretary of Administration William Sorrell.
    Letter from Information Systems Advisory Council (chaired by Deputy Secretary Frederic Meier) to Sec. William Sorrell recommending the network plan. It is a comprehensive plan for management, operation and financial support of the fiber backbone network as a statewide resource for intra-agency communication and information sharing.
    Information Systems Advisory Council votes to extend the fiber network to a statewide wide area network (WAN) connecting district offices. The Council also votes on a new surcharge of 12% to fund the expanded network.

They must be empowered through the use of technology to create their own knowledge. As information changes and increases in volume, students must be able to think more and problem-solve more analytically. These information processing skills will enable our students to assume a productive role in an information age that is integral to our global economy.     Teaching in Vermont: An Inventory of Policies and Practices
    7. CONCLUSION This study represents one of the most comprehensive analysis of teacher policy and practice in Vermont, and the data here can help to provide some clarity as state policymakers continue to discuss issues that affect teachers. However, more questions about teaching in Vermont classrooms may have been raised than have been answered. As Vermont implements new policies for teacher preparation program approval, relicensure, and student standards and assessments, several questions need to be discussed by both policymakers and those in the education community. The most pressing of these questions involves the collection and reporting of data that pertain to teaching quality. Data Gathering and Policy Evaluation Data systems across the country reflect a licensure orientation from an earlier era. Despite state efforts to establish performance-based preparation and licensure systems, states gather only information on their licenses, endorsements and other demographic information, the same data that has been gathered for decades. This information however, is of little use to policymakers and practitioners who are attempting to better understand teacher qualifications-based on previous course work, professional development activities, evaluations and other measures of performance-to teach specific courses.

    STATE GOVERNMENT'S ROLES IN TELECOMMUNICATIONS

    GOVnet is a wide-area data network operated by the State of Vermont. A separate statewide communications system for the State of Vermont is operated by the Vermont Department of Public Safety. The Telecommunications Division of the General Services Department supplies the voice telecommunications needs of Vermont State Government.
    The state operates a wide-area network, called "GOVnet," which serves all state government agencies and departments, plus approximately 300 K-12 public schools and over 115 public libraries. GOVnet is among the largest customers for data network and Internet services in the state. All services offered through the network are purchased from providers through state bidding procedures, and all special contracts are filed for approval by the Public Service Board.. GOVnet was designed and implemented with the participation and unanimous approval of the Information Systems Advisory Council made up of information technology staff from across state government which provides policy, managerial, and financial oversight of the network to meet the two-fold challenge of improving access while reducing costs. Strategic direction for GOVnet focuses on a decentralized, open-systems service oriented model featuring inter-operability (any-to-any communications) and cost-competitive solutions. Network services include Internet access, statewide e-mail and support for the operations of all state government computer systems.

    Background
    Since 1869, Vermont has offered educational choice for students who reside in towns that do not have a public high school, are not a union high school district, and do not offer all elementary grades. Tuition town students in grades 7-12 may attend an approved public or non-sectarian private school located in or outside the state. The town school boards pay their tuition expenses. If the student chooses an independent school, the voters of the district can decide whether to pay an amount equal to the state's average union high school tuition, with parents required to make up the difference if this amount is below the actual tuition charged. Currently, about 5,000 students attend private schools under the program.
