UVTI, the Upper Valley Teacher Institute of Lebanon, New Hampshire, has been helping talented candidates become great teachers for over 30 years. UVTI is fully accredited by the New England Association of Schools and Colleges (NEASC) and approved for teacher certification by the State of New Hampshire. At UVTI, adult college graduates learn the art and science of teaching through full-time classroom internships. They also participate in weekly seminars and workshops. In one academic year, UVTI interns earn certification in New Hampshire, which is reciprocal in Vermont and many other states. www.SchoolReport.com Vermonters for Better Education Return to Index Vermonters for Better Education Homepage THOUGHTS ON TEACHER "CERTIFICATION" (For political reasons, the author of this article, a Vermont school board member, wishes to remain anonymous) (05/01) I often find it amusing that education reformers are generally ignoring what may well be the Achilles' heel of education - the so-called "certification" of individuals to teach in K-12 public schools. Originally intended to assure that teachers were competent professionals, the certification process has decayed into a system which more often than not assures just the opposite. As a member of a large Union District school board, I am frequently asked to participate in teacher candidate interviews. In this process, I have the privilege of examining the candidates' resumes and college transcripts in detail. And almost without exception, they are appalling. As a scientist, I am most likely to interview prospective math and science teachers. The most alarming trend I am seeing is science and math candidates who chose the profession of teaching because they originally failed to succeed in a math or science major. The latest studies indicate that the young men and women currently in college pursuing a diploma in "education" have the lowest SAT scores of any major field of study. And, the average teacher will graduate in the bottom 25% of his or her class.

CONCLUSION This study represents one of the most comprehensive analysis of teacher policy and practice in Vermont, and the data here can help to provide some clarity as state policymakers continue to discuss issues that affect teachers. However, more questions about teaching in Vermont classrooms may have been raised than have been answered. As Vermont implements new policies for teacher preparation program approval, relicensure, and student standards and assessments, several questions need to be discussed by both policymakers and those in the education community. The most pressing of these questions involves the collection and reporting of data that pertain to teaching quality. Data Gathering and Policy Evaluation Data systems across the country reflect a licensure orientation from an earlier era. Despite state efforts to establish performance-based preparation and licensure systems, states gather only information on their licenses, endorsements and other demographic information, the same data that has been gathered for decades. This information however, is of little use to policymakers and practitioners who are attempting to better understand teacher qualifications-based on previous course work, professional development activities, evaluations and other measures of performance-to teach specific courses.

The proportion of Vermont 4th graders who scored at the highest two levels in math increased by 26% between 1996 and 2000. RCM Vermont ranks 5th in the nation in the proportion of public school 8th graders scoring at the highest two levels in math. The proportion of Vermont 8th graders who scored at the highest two levels in math increased by 19% between 1996 and 2000. Vermont's Michele Forman Named National Teacher of the Year! Vermont-NEA member Michele Forman, a social studies teacher at Middlebury Union High School since 1986, has been named 2001 National Teacher of the Year. Forman begins a year as a full-time national and international spokesperson for education on June 1, 2001. She's the first Vermont educator to receive this honor. Forman is well known among Vermont-NEA members as a leader of the Vermont Alliance for the Social Studies and as Vermont-NEA political action chair for Addison County. Last year, she achieved National Board Certification in Adolescence and Young Adulthood for Social Studies and History, the first such certification in Vermont. The Council of Chief State School Officers (CCSSO) and Scholastic, Inc. sponsor the Teacher of the Year program. Gordon Ambach, CCSSO head, said, "Michele has the exceptional combination of a sharp and creative intellect, a commitment to help students address the major political and human rights issues of our times, and the personal warmth that nourishes growth and confidence in her students.
