Hmong Christian killed for faith in Vietnam last summer; U.S. should hold Vietnam accountable at upcoming bilateral human rights meeting
WASHINGTON, DC, November 7, 2002 Freedom House's Center for Religious Freedom released today a photo and other new evidence that Vietnam continues a policy of brutally suppressing Christianity among the country's tribal populations. The Center reported that 36-year-old Hmong Christian Mua Bua Senh died on August 7, 2002, as a result of repeated beatings by provincial and district public security police in Vietnam's northwestern Lai Chau province. During 2001, he was beaten on multiple occasions beginning on April 12, for refusing to sign a government pledge renouncing his Christian faith. A photo of Senh's body, a copy of his government identity card, and three petitions signed by the victim's family and neighbors were given to the Center by sources in Vietnam.

Confucianism was the state ideology, and the emperor ruled with the assistance of mandarins—scholars trained in Confucian principles. That system was essentially discarded during the period of French colonial rule, although the Vietnamese emperor was still permitted a figurehead authority from his imperial palace in Hue. After the division of the country in 1954, the North established a Soviet-style Communist regime, while the government in the South created a parliamentary system patterned after those in the West. Neither became a practicing democracy. The Communist system of the North was extended to the entire country after reunification in 1976. Modern Vietnam has a unitary system of government with a strong central government, and exclusive power resides with the Vietnamese Communist Party, the sole legal party in the state.

Preface
The year 1983-1984 will be a time of reassessment of the Vietnam War among Americans. The desire to "rethink" America's involvement in Vietnam has been prompted by the ten-year anniversary of the U.S. withdrawal of combat troops from Vietnam; the completion of the controversial Vietnam Memorial in Washington, D.C.; and events in Central America that pose some of the same kinds of dilemmas and foreign policy choices as did the situation in Vietnam. The WGBH Educational Foundation has produced a thirteen-part television retrospective, Vietnam: A Television History , to be broadcast by the Public Broadcasting Service starting in October, 1983. The series has also been adopted as a licensed telecourse. Information on the telecourse can be obtained from Films Incorporated, 1213 Wilmette Avenue, Wilmette, IL 60091; (312) 256-4730. The Asia Society's Education and Communications Department (editors and publishers of Focus on Asian Studies ) has taken this opportunity to prepare a teacher's guide on Vietnam for secondary school use. A committee of three university-based scholars and three secondary-level classroom teachers has pooled its considerable resources to write this guide. Robert Geise is Social Studies Chairman, South Side High School, Rockville Centre, NY. Michael J. Glatthaar is a secondary school teacher. A. Tom Grunfeld teaches history at SUNY/Empire State College. GOVERNMENT AND POLITICAL CONDITIONS
A new state constitution was approved in April 1992, reaffirming the central role of the Communist Party in politics and society, and outlining government reorganization and increased economic freedom. Though Vietnam remains a one-party state, adherence to ideological orthodoxy has become less important than economic development as a national priority.
The most important powers within the Vietnamese Governmentin addition to the Communist Partyare the executive agencies created by the 1992 constitution: the offices of the president and the prime minister. The Vietnamese President, presently Tran Duc Luong, functions as head of state but also serves as the nominal commander of the armed forces and chairman of the Council on National Defense and Security. The Prime Minister of Vietnam, presently Phan Van Khai, heads a cabinet currently composed of four deputy prime ministers and the heads of 31 ministries and commissions, all confirmed by the National Assembly.
Notwithstanding the 1992 Constitution's reaffirmation of the central role of the Communist Party, the National Assembly, according to the Constitution, is the highest representative body of the people and the only organization with legislative powers. It has a broad mandate to oversee all government functions. Once seen as little more than a rubber stamp, the National Assembly has become more vocal and assertive in exercising its authority over lawmaking, particularly in the recent years. However, the National Assembly is still subject to party direction. About 80% of the deputies in the National Assembly are party members. The assembly meets twice yearly for 7-10 weeks each time; elections for members are held every 5 years. There is a separate judicial branch, but it is relatively weak. Overall, there are few lawyers and trial procedures are rudimentary.

This database has been established to assist researchers interested in investigating the U.S. Government documents pertaining to U.S. military personnel listed as unaccounted for as of December 1991. The title of this collection is "Correlated and Uncorrelated Information Relating to Missing Americans in Southeast Asia." Researchers using this database can identify documents of interest by using search terms such as last names, country names, service branches, keywords, and statements such as "downed over Laos." Once identified,copies of desired documents may be obtained in two ways: 1. Microfilmed copies of the material can be sent to the researcher's local library on inter-library loan for viewing. This service is free, but materials must be returned to the Library of Congress; 2. Photocopies or microfilmed copies of desired documents can be ordered from the Library of Congress' Photoduplication Service. These copies must be paid for, but are retained by the researcher.
