The Clallam County Sheriff's Department is proud to have received one of the first COPS Phase One grants. Now we wish to expand our Community Policing Program and further enhance our problem solving efforts in this very important area of domestic violence.
We have established an understanding that domestic violence is a community problem requiring a collaborative response. To this end we have contacted the various service and community organizations that have independently dealt with various elements of this problem in the past.
Through collaboration we have identified that we would have a higher probability of success in dealing with this problem as a group than we have had as individual entities.
Collectively we have identified that the most critical area of difficulty in the treatment of domestic violence is making the batterer/offender accountable. The objective is to concentrate upon getting those batterers/offenders, who are amenable, into appropriate treatment and get victims and children into appropriate treatment.
To meet the above objectives and goals we have established a Family Crimes Specialist Investigator position within the Sheriff's Department. This person is working closely with the other community agencies involved as well as monitoring Sheriff's Department cases. As domestic violence includes intra-family sexual offenses in Washington State, this person is also involved in these investigations.

As the victim of a police officer, your situation is very different than that of other victims of domestic violence. You may be afraid to:
  • Call the police - He is the police.
  • Go to a shelter - He knows where the shelters are located.
  • Have him arrested - Responding officers may invoke the code of silence.
  • Take him to court - It's your word against that of an officer, and he knows the system.
  • Seek a conviction - He will probably lose his job and retaliate against you.
  • Drop the charges - You could lose future credibility and protection.
All of these approaches could increase your level of danger. If you have ever tried to get help, you may have become discouraged because no one seemed to understand your plight. Women who come to Life Span have helped us develop expertise on this issue. Based on years of experience dealing with victims of domestic violence, Life Span's staff knows that when a client says, "He's a police officer...", it changes everything. What is full faith and credit ?
In 1994, Congress enacted the Violence Against Women Act (VAWA) directing jurisdictions to give full faith and credit to valid orders of protection issued by other jurisdictions. 18 U.S.C.ยง 2265. Simply stated, full faith and credit requires that:
Valid orders of protection must be enforced to protect victims of domestic violence wherever a violation of an order occurs, regardless of where the order was issued.
What does this mean for victims?
Abused persons who are granted orders of protection can now call upon law enforcement to protect them and to take all appropriate action against abusers nationwide.

RURAL DOMESTIC VIOLENCE AND CHILD VICTIMIZATION ENFORCEMENT GRANT PROGRAM
Implementation Grant Award: FY 2001 Oregon Award Recipient: Columbia County Sheriff's Office Award Amount: Purpose: This project is a collaborative effort between the Columbia County Sheriff's Office, the District Attorney's Office and the Victims Assistance Program, Domestic Violence Council, and the local nonprofit Columbia County Women's Resource Center to reduce the occurrence of domestic violence and child victimization throughout the county. Funding in FY 2001 will allow Columbia County to continue the operation of its Domestic Violence Reduction Unit in the Sheriff's Office by funding a deputy investigator, probation officer, and on-scene domestic violence victim specialist. This "on-scene" crisis response team responds immediately to incidents of family violence, provides victim services at the scene and follow-up within 48 hours of the incident, provides investigative assistance to prosecutors, and monitors offenders through probation and attendance at batterer intervention programs. Other goals of the project include expanding this team approach to domestic violence into other law enforcement agencies in Columbia County by providing specialized training and building a stronger collaboration with the Women's Resource Center by including a "consultant" from the shelter as part of the crisis response team to provide outreach to victims in isolated areas.

RURAL DOMESTIC VIOLENCE AND CHILD VICTIMIZATION ENFORCEMENT GRANT PROGRAM
Implementation Grant Award: FY 2001 New Mexico Award Recipient: Dona Ana County Sheriff's Department Award Amount: Purpose: Dona Ana County is the second most populated county in the state of New Mexico occupying 3,804 square miles, with a population of approximately 163,000. Public safety for slightly less than half of the residents is provided by the Dona Ana County Sheriff's Department. The Dona Ana County Sheriff's Department has established the Domestic Violence Abuse Response Team (DART) in collaboration with La Casa, Inc., the local domestic violence shelter/victim advocacy group, to respond to the needs of the communities. Funding for FY 2001 will allow the Dona Ana County Sheriff's Department to enhance their response to domestic violence. The goals of the project are to: 1) support three deputy positions and one investigator position; 2) establish two sub-stations in rural areas in the county to provide crisis intervention, referral services, and legal assistance for filing orders of protection; 3) purchase computer equipment to link advocates and law enforcement to the DART database; and 4) provide domestic violence training to staff.

The failure of any law enforcement officer to properly respond and handle a domestic call, no matter how frequent, will expose individuals and the community to danger up to and including death. Because domestic violence can and does result in the death of individuals, every response to a domestic call, no matter how often, shall be treated the same as any other crime against a person. Every response to a domestic call shall include a substantive investigation of the incident which shall involve the gathering of background information, the gathering of physical evidence including pictures, clothing, and statements from direct and indirect witnesses including children and neighbors.
