    • The Virginia Education Coalition wishes to thank the State Board of Education for listening and responding to the legitimate concerns of educators and parents. We commend the Board of Education for being one of the few state boards in the country actively working with classroom teachers, administrators, counselors, curriculum specialists, and parents to create an accountability program that is meaningful, fair and sustainable. The Coalition endorses the proposed amendments to the Standards of Accreditation as outlined by the Board of Education at their April 26-27 meeting, as well as the revision schedule for the Standards of Learning, beginning with the history SOL this year.     Tobacco Tax Under Consideration in the Senate Finance Committee Raising the tobacco tax will provide the most effective deterrent to keep teenagers from ever starting to smoke. In addition, it will raise needed revenues for the state. If we raised the tobacco tax by $1 per pack, estimates say it would prevent over 28,000 students from ever beginning to smoke. If these students began smoking, one-third of them would die prematurely as a result of smoking. A proposal to place the tax on tobacco as a percentage of wholesale price of tobacco products (cigarettes, cigars, smokeless tobacco, etc.) rather than placing the tax on a fixed cents per pack of cigarettes is gaining support. This concept allows the tax to increase as the price of tobacco products increases. You can e-mail the Senators by going to www.legis.state.wv.us

    Legislature Fails to Address PEIA, Retirement or Salaries. Instructional Support and Enhancement Days Passes. School Calendar placed in study.
    From the start, the legislative session focused on medical malpractice, workers compensation, ATVs, and raising the tobacco tax in order to fund Medicaid; not on key issues in public education. This legislature is much different from those of the past. It contains many new faces as a result of the last election and few of those elected are true friends of education. The downturn of our state and national economy coupled with the election losses of many of our friends leave the legislature as a less favorable environment for education. When the session concluded on March 8, few education bills survived. Below is a synopsis of the action around the major education issues.

This can be satisfied by an approved standardized test; a written narrative indicating that a portfolio of samples of the child's work has been reviewed by a certified teacher or other person mutually agreed upon by the parent and the superintendent, and that the child's academic progress is in accordance with the child's abilities; or evidence of an alternative assessment of the child's proficiency mutually agreed upon by the parent and the superintendent.     Pesticide Control Board
    The Pesticide Control Board was created to promulgate pesticide regulations in the Commonwealth. Twelve members are appointed by the governor. Ex-officio members include the State Forester, the dean of the College of Agriculture and Life Sciences at Virginia Tech, and the dean of the School of Agriculture, Science and Technology at Virginia State University.     The council was established by the General Assembly to provide a mechanism for financing agricultural research, education and services. Funding comes from assessment levied on certain agricultural supplies used by farmers. Eighteen members of the council are appointed by the governor. The ex-officio members include the Commissioner of Agriculture and Consumer Services, the dean of the College of Agriculture and Life Sciences at Virginia Tech, and the Associate Vice President for Agriculture and Extension at Virginia State University.

    Adopted October 13, 1999
    The Virginia Business Higher Education Council was organized in 1995 to encourage economic growth through academic excellence, affordability, sustained state investment and institutional efficiency.
    In 1997, the Council reaffirmed these principles in Virginia First 2000.
    Expressing similar concerns, Governor Jim Gilmore established the Blue Ribbon Commission on Higher Education in early 1998.
    The General Assembly likewise named a joint subcommittee to examine higher education funding.
    The Blue Ribbon Commission
    Governor Gilmore charged the Blue Ribbon Commission to propose measures that would raise the quality of a college education, balance high quality with affordable cost and encourage boards of visitors to fulfill their fiduciary duties.
    The commission now has under consideration a concept described as "institutional-performance agreements." A draft of this concept has been prepared and distributed for comment.
    As envisioned in the draft, "agreements" will be reached with each individual college or university to achieve certain "performance standards" on the basis of the institution's mission and circumstance.

    In The News A COMMUNICATION TO ALL VIRGIN I ANS FROM THE PRESIDENTS OF VIRGINIA'S PUBLIC COLLEGES, UNIVERSITIES AND COMMUNITY COLLEGES December 2002 We, the presidents of Virginia's public colleges and universities, on behalf of the students and future students of our institutions, express our sincere appreciation to Virginians for the overwhelming passage of the General Obligation Bond Issue for higher education facilities. Over the coming years, the financing from these bonds will provide almost $850 million for badly needed renovations and new buildings on our campuses. We are committed to helping to respond to Virginia's current budget crisis and to minimizing the impact on students as a result of the large reductions in our educational budgets necessitated by that crisis. In recent months, we have written to the Governor and others to convey this commitment. We fully understand that there are no immediate alternatives to severe reductions in the entire state budget, including state support for college students. We reduced spending last year, we are reducing it more this year, and we will reduce it even further next year. We strongly believe, however, that it is also our responsibility to communicate the negative consequences of the operating budget reductions on both current and future students. It is not possible to overstate the significance of these consequences to Virginians.
