ESEA Fact Sheets Teacher Quality NEW REQUIREMENTS OF TEACHER QUALITY UNDER ESEA The reauthorization of ESEA , also known as the No Child Left Behind Act, requires that all teachers in core academic subjects meet the following requirements by the end of the 2005-2006 school year:
  • Be licensed/certified by the state; and Demonstrate subject area competence.
  • The term "core academic subjects" means English, reading or language arts, mathematics, science, foreign languages, civics and government, economics, arts, history, and geography. ^ Back to Top TIMELINE FOR IMPLEMENTATION All teachers teaching core subjects in Title I schools hired after the first day of the 2002-2003 school year must be "highly qualified."

    ESEA Fact Sheets ESEA Background and Basics WHAT IS ESEA?
    Congress first enacted the law in 1965 to improve achievement among poor and disadvantaged students. The reauthorization period is for six years, FY 2002 - FY 2007. Since most of the funding from ESEA is in the area of Title I, Title I is often used interchangeably with ESEA. However, there are many other areas that are funded through ESEA. Last year West Virginia received almost $313 million for education through Federal programs. An earlier version of ESEA passed in 1994 required states to develop standards and assessments that challenged students served by Title I to perform at higher levels. West Virginia was one of only 4 states that had not conformed with previous ESEA mandates and; as a result, has entered into a compliance agreement with the U.S. Department of Education. ^ Back to Top ESEA NATIONAL GOALS Goal 1: By 2013-14, all students will reach high standards, at a minimum, attaining proficiency or better in reading/language arts and mathematics.

The beneficiaries of the RRCs' work are children and youth with disabilities, and the families and professionals associated with them.

Pennington Staff Writer One day after the alleged "Beltway Snipers" were arrested late last month, U.S. Secretary of Education Rod Paige released $600,000 in federal funds to help schools in Maryland, Virginia and the District of Columbia that were affected by October's shootings in the metropolitan Washington, D.C., area. However, in some areas, counseling and mental health services have taken a back seat to security cameras and radio devices. Maryland and Virginia each received $250,000, and the District of Columbia received $100,000 under Project SERV - the School Emergency Response to Violence program. "These recent attacks have forced our schools to take extraordinary steps to protect our children and their teachers," Paige said.

    VIRGINIA ENVIRONMENTAL ENDOWMENT VIRGINIA MINI-GRANT PROGRAM Program Guidelines and Application Procedures The Virginia Mini-Grant Program supports community-based efforts to strengthen environmental education and to promote stewardship of Virginia's waterways. These are intended to be one-time, start-up grants, and preference is given to modest local projects. Public and private schools (K-12) and nongovernmental, nonprofit community organizations in Virginia are eligible to apply for one-year awards up to $5,000. Local, state, and federal government agencies and programs are not eligible. PROGRAM PRIORITIES Mini-Grants will be limited to projects that focus specifically on the following program areas: Environmental Education To increase training in environmental education for educators and school administrators and to expand the use of existing educational resources (curricula, multi-media programs, publications, field studies) in schools and community programs. Projects must focus on water quality land use , and/or sustainable communities . Projects must also include training for teachers/project leaders and service learning activities that engage students and community members in research to solve environmental problems. Water Quality Protection To increase public involvement in the restoration and protection of Virginia's water resources through water quality testing and monitoring, pollution prevention, and public education.
