West Virginia Board of Education (2001-2002) The West Virginia Board of Education is established in the West Virginia Constitution. The Board is vested with general supervision of the state's 834 elementary and secondary schools. Its 11 members include nine citizens appointed by the governor and two non-voting ex-officio members the State Superintendent of Schools and the Chancellor of the West Virginia Higher Education Policy Commission. The State Superintendent is a constitutional officer who serves at the will and pleasure of the board. GENERAL ASSEMBLY APPROVES OPERATING BUDGET FOR 2002-2004 BIENNIUM The General Assembly adopted its final amendments to former Governor Gilmore's introduced budget on April 17, 2002. Their actions include the results of their consideration of Governor Warner's proposed amendments. A summary of the General Assembly's higher education actions follows. Former Governor Gilmore's introduced budget reduced the already inadequate state general fund support for public colleges and universities operating budgets by $296 million for the next biennium. General Assembly The General Assembly's final actions, after considering Governor Warner's amendments, change the overall operating reduction for higher education to $285 million. The major feature of this total reduction is a varying percentage reduction in general fund support for every institution that, in 2003-04, ranges from a low of 4.3 percent at Richard Bland College to a high of 20.7 percent at the University of Virginia. The system-wide percentage reduction for all institutions in the second year is 12.4 percent. The varying percentages take into account the degree to which each college and university is currently under-funded, according to the General Assembly's funding guidelines, and its perceived ability to generate additional tuition and fee revenues. The General Assembly assumes 5 percent tuition and fee increases each year for in-state undergraduate students. It assumes 8 percent increases for out-of-state and graduate students in the first year and 7 percent increases in the second year. The more out-of-state students an institution has, for example, the greater its calculated ability to partially offset its general fund reduction with increased tuition and fee revenues.

Resolution of The Virginia Business Higher Education Council Adopted October 13, 1999 The Virginia Business Higher Education Council was organized in 1995 to encourage economic growth through academic excellence, affordability, sustained state investment and institutional efficiency. In 1997, the Council reaffirmed these principles in Virginia First 2000. Expressing similar concerns, Governor Jim Gilmore established the Blue Ribbon Commission on Higher Education in early 1998. The General Assembly likewise named a joint subcommittee to examine higher education funding. The Blue Ribbon Commission Governor Gilmore charged the Blue Ribbon Commission to propose measures that would raise the quality of a college education, balance high quality with affordable cost and encourage boards of visitors to fulfill their fiduciary duties. The commission now has under consideration a concept described as "institutional-performance agreements." A draft of this concept has been prepared and distributed for comment. As envisioned in the draft, "agreements" will be reached with each individual college or university to achieve certain "performance standards" on the basis of the institution's mission and circumstance.

A total of 42 states, Puerto Rico and outlying territories competed for the awards, known as General Supervision Enhancement Grants. The grants are intended to complement and support the accountability system developed by the department’s Office of Special Education Programs by assisting states and lead agencies to develop and improve their infrastructure for holding states, districts and schools accountable for improving student achievement. A r c h i v e d I n f o r m a t i o n To Assure the Free Appropriate Public Education of All Children with Disabilities - 1996 Special Education Program Standards Study of Class Size and Combining Students with Various Disabilities Virginia Department of Education, FY 1991 The Policy Context Virginia's Special Education Program Standards define the maximum caseloads special education teachers can carry and the conditions under which students with different disabilities can be instructed together. Virginia's special education delivery system is based on the categorical placement of students with disabilities who receive special education services for 50 percent or more of the day. As of 1992, when this study was initiated, special education class size and class mix standards in the State had not changed since the 1970s. Evidence of the need to evaluate these standards in light of changing practices included: 1) an increase in the number and types of waivers requested by local school divisions; 2) an increase in parent and advocate complaints about approved waivers; and 3) a consensus of key stakeholders that the standards might have become too rigid for determining appropriate programs for individual students. The Research Questions The study, conducted by The Virginia Department of Education (VDOE) in conjunction with researchers from the Virginia Polytechnic University and the University of Virginia, gathered information designed to enable the Superintendent of Schools and State Board of Education to determine those areas in which the special education standards are successful or need improvement. Volunteer Virginia's state insect, Tiger Swallowtail Location The Virginia Museum of Natural History, an agency of the Secretary of Natural Resources of the Commonwealth of Virginia, is located at 1001 Douglas Avenue, Martinsville, Virginia 24112. Our phone is 276-666-8600, fax 276-632-6487. Martinsville is halfway between the eastern end of Virginia at Virginia Beach, and the western end at Cumberland Gap. The museum is located a short half-hour drive from the Solite Quarry at Cascade, Virginia, which is emerging as one of the most important paleontological sites in the world. The museum has a Board of Trustees , which is appointed by the Governor of the State of Virginia. Branches The museum has two branches, the Virginia Tech Branch in Blacksburg, Virginia, and the University of Virginia Branch in Charlottesville, Virginia.
