Q: True or False : Even though homeschooling is legal and becoming increasingly mainstream in Virginia, homeschoolers still need to be concerned about monitoring homeschooling legislation and lobbying the General Assembly.
A: TRUE . Sometimes legislators unintentionally put forth legislation that can negatively impact homeschoolers. We need to call this to the patron's attention, so that the patron can make revisions in order to achieve his desired outcome for the bill without negatively affecting homeschoolers. If he is not willing to make necessary revisions, we must then lobby for others to remedy the bill. There can also be bills which exclude homeschoolers from certain activities, rights or prerogatives, or that make the requirements for homeschooling stiffer in ways we would not find desirable. Finally, we still need to lobby for favorable legislation that further promotes the rights and opportunities of homeschoolers.

We must remember, too, that JLARC reported last year the State was underfunding the Standards of Quality by more than $1 billion. Our schools are already pushed to the brink. Were it not for courageous localities, we would be over the brink. Counties and cities cannot continue to maintain quality schools in the face of continued underfunding from the state. Virginia's teachers and children urge you to be bold, and provide appropriate and stable revenue sources for education. For example, Delegate Jim Dillard has proposed a one-cent increase in the sales tax, which will be dedicated for K-12 education. The Virginia Education Coalition, of which we are a member, supports Delegate Dillard's sales tax proposal. School Improvement
Virginia teachers are delivering on the demand to improve schools. Improving SOL scores, outstanding results in Advanced Placement achievement, our state's 5th place ranking in writing scores on the National Assessment of Education Progress tests, and the increasing numbers of teachers achieving the prestigious National Board Certification attest to the fact that teachers in the Commonwealth have delivered on the demand for better schools.

can be heard by dialing toll-free February 22, 2002 Today's budget briefings revealed that what was reported here yesterday is accurate regarding the budget amendments which will be adopted later today. The budget funds $27.5 million for the state share of a teacher salary increase of 2.25% effective January 1, 2004. Funds represent an incentive payment that covers the full cost of the state share. (Language suggesting that Lottery funds be used to help fund the teacher salary increase has been eliminate.) Consistent with the compensation for state employees, language provides that the Governor may reduce the salary increase in the event of a downward revision in the general fund revenue estimate. Should the salary increase be reduced, language requires that $8 million be transferred to the SOQ account for compensation supplements to ensure that no reduction occurs in public education funding. General Assembly documents claim an increase of $92.3 million dollars in funding for public education. VEA's research division will analyze this figure to see how much of this increase results from increased enrollment and other factors.

    Greetings from BEAUTIFUL and FRIENDLY Western Virginia! This has been an outstanding year of implementation for the Western Virginia Public Education Consortium (WVPEC). Our consortium has received outstanding direction and support from our legislators, public schools, and institutions of higher education. The Virginia General Assembly created WVPEC, and provided funding, in 1998 to provide educational programs and services to 15 participating school divisions in Western Virginia. The Virginia Economic Bridge (VEB) was, and continues to be, instrumental in the creation and maintenance of WVPEC.
    The first two years encompassed the planning and capacity-building phases, 2001 was our first year of implementation. In FY 2002 we propose to expand our consortium membership from 15 to 19 school divisions with the addition of the Bath County, Henry County, Martinsville City, and Patrick County public school divisions. We are excited about increasing our cooperative opportunities to enhance the learning opportunities for all of our students while maximizing the utilization of our resources. On behalf of the consortium, I thank all those who provided the vision, expertise, effort and funding to insure that WVPEC had a sound philosophical and structural support base. This web site contains information on WVPEC activities and accomplishments for FY 2001 and planned investigations and initiatives for 2002.     The general studies curriculum is designed to assure that each graduate of West Virginia Wesleyan College has achieved a broad educational foundation that includes meaningful engagement with the major areas of human inquiry. Students have a great deal of choice in selecting specific courses that satisfy the requirements below and are urged to satisfy some requirements by electing upper-division courses (300-level). (Students pursuing an Honors Degree should refer to requirements of the Honors Program that modify some of the prescribed general studies requirements.)
    CURRICULUM
    Each candidate for graduation is required to satisfy the following distribution requirements; no single course may satisfy more than one general studies requirement.

As a Research Assistant Professor in the International Center for Disability Information at West Virginia University, he published scholarly research articles and book chapters.
