Hanover's school board members are charged with the responsibility to preserve and enhance public school education in Hanover County.     Executive Summary
    R ural areas and communities encompass a large area of Loudoun County, yet they have received relatively little attention recently due to the significant growth issues in Loudoun’s more suburban areas. These rural communities, however, are also feeling the stress of impending growth. Maintaining strong community focus, while addressing encroaching growth and resource restrictions, has been a key focus of the Rural Loudoun School Study Committee (RLSSC). RLSSC is made up of a vocal group of parent representatives, designated by their local PTAs/PTOs and school administrators. Committee members are deeply concerned about the impact this growth will continue to have on rural Loudoun County schools and are committed to work with the School Board to plan for our future. Information presented by county officials on a wide range of development and school-related topics affecting existing and future school planning facilitated the Committee’s efforts (Appendix III). The Committee, along with the Planning and Legislative Services department of Loudoun County Public Schools, then turned its efforts to the task at hand. Building a consensus of opinion for its recommendations was the approach it adopted. A strong and overwhelming consensus among the representatives is that the primary focus for all considerations and recommendations of the Study Committee – and ultimately the Loudoun County School Board – should reflect a sense of community. Small rural communities, perhaps more than larger, more diverse suburban locales, consider their local school, no matter its size or challenges, to be the heart of the community. This conviction remains a bedrock of local school support and should at all times be the primary determinant in any considerations about projected changes arising from the challenges facing Loudoun County in the future.

The Coalition for Good Schools is a grassroots organization dedicated to increasing school funding to answer the infrastructure funding needs of not only Fairfax County Public Schools, but school districts across the Commonwealth of Virginia. To get information on the Fairfax County Public School FY2004 budget and learn about the position of the Fairfax County Council of PTAs, click here Delegate David Albo has introduced a new bill, HB 2389, "Standards of Quality; apportionment of state and local share." The bill directs the General Assembly, in apportioning the state and local share for the costs of meeting the Standards of Quality, beginning July 1, 2003, in any year in which general fund revenue growth is at least 3 percent greater than population and inflation growth combined for the previous year, to increase the state share by 3 percent of the total costs, so that, by full implementation of this measure, the local share shall not exceed 65 percent and the state share shall be equal to at least 35 percent of the total costs.

    Community Use Of School Facilities
    The School Board believes in the full and best possible utilization of the physical facilities belonging to the citizens of the County. To achieve this end, the use of school facilities for school and student-related activities as well as by outside organizations and groups shall be encouraged when these activities will not interfere with the educational program in the schools. Safety of citizens, students, and employees and care of school property shall be primary considerations in the use of school facilities. The Superintendent or designee reserves the right to deny usage or terminate an existing contract. Failure to pay promptly all rental charges or damages may be considered sufficient grounds for refusal to grant further use of school property to an applicant. A.     Released: 6 Jan 1999 RAMSTEIN AIR BASE, Germany (AFPN) Parents whose children attend Department of Defense Dependent Schools can help advance their children's education by joining parent-teacher advocacy groups in thei r communities, according to Don Armell, president of the European Parents, Teachers and Students Association. The Parent Teacher Association, active in Europe for more than 40 years, is the oldest and largest organization that advocates for American students attending DoDDS European schools, Armell said. "Schools that are affiliated with PTA can call themselves a PTA or a PTSA. The 's' in PTSA indicates that the organization has student members," he added. The European PTSA, or ECAPTS, is the organization's state-level equivalent and provides information and training to local units. Staff members from the state office answer questions, provide programs and information and develop and implement training that will help the local units operate effectively year after year. "In the spring ECAPTS hosts a four-day convention," said Armell. "In addition to in-depth training for local PTA leaders, the convention features excellent speakers and an opportunity for parents to communicate directly with leaders from DoDDS and the Department of Defense Education Activity." DoDEA is DoDDS's governing organization, based in Virginia.

         When Hillside Elementary School, in Ashburn, Va., opened its doors five years ago, parents formed a PTA group to help children attending the new school. Top Stories
         The initial results proved disappointing.
         After its first year, the group voted to separate itself from the PTA, transforming into a parent-teacher organization.      Ms. Burns, a 47-year-old mother of three, says her fellow parents managed nicely on their own.      Independent PTOs are satisfying those concerns.      Local PTAs pay dues to the state and national group, headquartered in Chicago. In return, they receive member benefits like nationwide research resources and liability insurance for their various meetings and fund-raisers.      PTOs maintain their independence and have no official national body to call their own.      Perhaps the biggest factor in their favor, advocates say, is that funds raised by a PTO go directly to the school in question rather than being split up for various dues.      She says about a third of the money her group raised went to cover various PTA costs.
