December 2002 Students on Boards of Education Resource Guide -First Edition- Compiled by the Campaign for Meaningful Student Involvement A program of The Freechild Project PO Box 6185 Olympia, WA 98507 www.freechild.org Description A multi-topic resource guide promoting Student Voice, Participation, Engagement, Involvement, and Representation on Local, District, Regional, and State Boards of Education. Includes research, examples, and other resources for students, educators, administrators, and concerned community members who support validating student voice in school decision-making by including students on school boards. Introduction STUDENT participation on boards of education is a small part of a much larger movement towards meaningful student involvement throughout education. Since the 1960s this effort has waxed and waned, according to the will of school officials and the sincere interest of students involved. Today that tide is turning, and students across the US are calling for deepened engagement in the decision-making that affects them on all levels - in the classroom, in the auditorium, and in the boardroom. In Washington state the Seattle Young People's Project is calling for two students - one male, one female - to be elected to the school board through popular vote among students. These students would ideally represent the diversity and power of young people throughout the district. The Washington State Resource Guide is being created to support the work of these young people in their struggle, as well as the adults who ultimately choose the fate of student voice on the school board.

Moving forward on charter schools
Gov. Robert Ehrlich is wasting no time in forging ahead with his plans to bring real educational choice to Maryland in the form of charter schools. Some 39 states and the District of Columbia have charter school laws, which permit parents, teachers, colleges and other entities to open schools for students who are being poorly served by the public-school establishment. The public charter schools proposed by Mr. Ehrlich would be non-sectarian and have increased freedom to hire teachers and devise their own curriculum and policies.
Students in Maryland (one of just 11 states without any charter-school law) could greatly benefit from the competition that such schools would bring. Currently, Maryland spends more than $7,800 per student per year on education, putting it in the top third of spending among the states.
A key provision of the Ehrlich bill would authorize the state school board, local boards of education, institutions of higher education and other groups authorized by the state board to grant school charters. This greatly threatens the effective monopoly control currently enjoyed by local school boards, who have used this control to block charter schools from operating.

March 16, 2003 Approval of charter schools finds support
By Vaishali Honawar
THE WASHINGTON TIMES
Bills that would allow only local school boards to authorize charter schools are gaining support in the Maryland General Assembly, even as a bill the Ehrlich administration backed languishes in committee. Top Stories
A bill that Delegate John L. Leopold, Anne Arundel County Republican, sponsored has passed the House for the past two years and is likely to be approved again this year. Moreover, a bill that Sen. Roy P. Dyson, Calvert County Democrat, sponsored advanced in the Senate on Friday without amendment.
Both bills would allow only local school boards to authorize charter schools. The Ehrlich bill would create three chartering authorities: public universities, the State Board of Education and local school boards.      Charter school advocates prefer the Ehrlich version, saying local school boards have resisted efforts to open publicly funded, independently operated schools.      Versions of the Leopold and Dyson bills have passed the House and Senate in the past few years but have not emerged out of conference committees. Now that the state has a governor who supports charters, backers of the bill say they are more hopeful a charter-school-enabling law will be enacted.
