     Gov. Robert L. Ehrlich Jr. has presented a bill to the General Assembly to increase the number of charter schools in Maryland by allowing public universities and other government agencies to submit applications. Top Stories
     Supporters of the Ehrlich bill say it is stronger than those in the House and Senate, which allow only county school boards to open the schools. They also say Maryland is overdue because it is one of 13 states without a law on charter schools.
     Mr. Ehrlich filed the bill last week and tomorrow is expected to announce more details, which will include allowing the state board of education to open charter schools.      A hearing for the bill has been scheduled for Thursday before the Education, Health and Environmental Affairs Committee.      Charter schools have become a popular alternative for parents dissatisfied with the education their children receive in public schools. They often are run by private groups using tax money, and they attract many students failing in public school systems. More than 2,400 charter schools have opened in the United States since 1992.      Advocates say school boards are responsible for improving public education and as a result are reluctant to give money to charter schools.

     Mrs. Metts announced her resignation this weekend, effective in June.
     Initially, conflict with the new board was confined to the backroom. But the relationship the school board and Mrs. Metts tried to portray in public disintegrated during the past six months as the schools chief continued to withhold information from the board, the same behavior that so frustrated the previous school board, school sources say.      About six months after rehiring Mrs. Metts, the board hired the Maryland Association of Boards of Education to conduct a national search for a chief executive. Board members insisted publicly that they would consider Mrs. Metts, who had expressed interest in the job but withdrew her candidacy.      Mr. Grozbean said Mrs. Metts would be working for a national education group but refused to divulge any details, adding only that she had accepted their terms and was waiting for the group to make the announcement about her hiring.      Many leaders and residents said they understood how difficult the top schools job is, given the politicized environment and a chronic shortage of money.

  • Less than one-third of teens who begin families before age 18 ever complete high school. A recent study found that approximately fifty percent of teen mothers that had dropped out did so before they were pregnant; the other half dropped out after becoming pregnant. Parenthood is a leading cause of high school drop out among teen girls. Children of teen parents often do worse in school and are 50 percent more likely to repeat a grade. Educational failure is a key predictor of teen pregnancy.

Quality Education Leaders
Focus of New Effort in States
DENVER - Concerns that states are losing and failing to attract effective leaders in local schools have resulted in a national effort to address the problem. The National Conference of State Legislatures (NCSL) is part of a national consortium that has received a three-year, $8.9 million grant from the Wallace-Reader's Digest Fund to help states enact policies and programs to improve the quality of education leaders in the states. "Efforts to improve teacher quality in the states have receive considerable attention in recent years," said NCSL education director Julie Bell. "The focus now in states is to make sure those teachers have effective leaders in place to provide children with a high level of quality education." The grant is part of the Wallace-Reader's Digest Funds major five-year initiative called "Leaders Count." It funds the State Action for Education Leadership Project, aimed at retraining current leadership, recruiting effective new candidates, and improving the conditions for practice of leaders. The project will offer competitive grants to states prepared to take comprehensive action to strengthen school leadership.

Boards, Commissions, and Committees The City of Newport News has over 400 citizens who serve on nearly 60 boards, commissions, and committees. Those boards provide a wide variety of valuable technical, advisory, administrative, and judicial services to the City and its residents. Also included are regional boards or authorities which provide specific administrative direction to Peninsula-wide or Hampton Roads-wide service providers in fields ranging from mental health and medical care, to transportation, education, and recreation. THE APPOINTMENT PROCESS Appointments to the various boards, commissions and committees are made by the Newport News City Council on a quarterly basis. The length of term for committee appointees varies from one to five years, depending upon the committee with most having either a three- or four-year term. The City Charter establishes a maximum length of service in that no member of a City board or commission may serve continuously for more than ten years. Regional boards are in accordance with State law. To be appointed to a board, commission or committee in Newport News, one must be nominated by a member of the City Council and approved by a simple majority vote of Council members. Generally, this voting process is accomplished by voice vote. The appointment process is as follows:

Yet few states have placed high priority on strengthening leadership. The Wallace-Reader’s Digest Funds have therefore provided a three-year, $8.9 million grant to the Council of Chief State School Officers (CCSSO) to support states willing to analyze the status of education leadership and enact innovative policies and practices to strengthen the ability of principals and superintendents to improve learning. CCSSO, based in Washington, is leading the State Action for Education Leadership Project , a new national consortium that also includes the National Governors’ Association, the National Conference of State Legislatures, the National Association of State Boards of Education, and the Education Commission of the States. "State education leaders and policymakers are delighted to join in the LEADERS Count initiative to strengthen the work of principals and superintendents," said Gordon M.
