Spencer Grant Awarded for Collaborative Project Dr. Marilyn Cohn, Director of Teacher Education, and Suzanne Kirkpatrick, Teacher Liaison to the Kirkwood-Washington University Partnership, recently received a Practitioner Research Communication and Mentoring Grant from the Spencer Foundation. The grant will support two teacher research projects for the next two academic years. The first project involves study groups of experienced teachers at Kirkwood High School and clinical faculty members in Washington University’s Department of Education who are meeting to discuss how they can increase their understanding of the impact of factors such as race, class, sexual orientation, and interest in learning among students in their classrooms. Teachers in the study groups have committed to developing and implementing some new classroom approaches with their students and to studying and documenting their efforts, using the methods of action research.
Rebecca Rogers Joins Faculty Dr. Rebecca Rogers has joined the faculty in the Department of Education as Assistant Professor. Rebecca’s research and teaching focus on literacy education. Rebecca was a research associate with the Center for English Learning Achievement for four years where she studied the influence of integrated instruction on student and teaching learning. She came to Washington University from the State University of New York at Albany where she earned her Ph.D. in Reading Education. While at the University at Albany, Rebecca established a school-based reading clinic in an urban elementary school. Rebecca received the Lillian Barlow Scholarship for research related to an empirical and theoretical analysis of family literacy as gendered practice. Prior to university teaching, Rebecca was a reading teacher for both elementary school students as well as students in an urban adult literacy program.

  • What is Assistive Technology?
    People use assistive technology, devices and services, to achieve greater independence and to enhance the quality of their lives. Assistive technology includes both devices and services. Devices include any item or piece of equipment used to maintain or improve the functional capabilities of a person with a disability, including devices like wheelchairs, computers, ramps, assistive listening devices, augmentative communication devices, and aids for daily living. Services are supports provided to people with disabilities or their caregivers to help them select, acquire, or use assistive technology devices. Services also include functional evaluations, training on or demonstration of devices, and purchasing or leasing devices.

    By Frances Pennell, J.D. The Individuals with Disabilities Education Act Amendments of 1997 (Public Law 105-17), signed into law on June 4, 1997, include several changes that could significantly impact the provision of assistive technology to special education students in Washington State. Here are the highlights: Private School Students: The 1997 Amendments resolve an issue on which there have been conflicting court opinions the extent to which public schools must provide services to students with disabilities who attend private schools. The 1997 amendments state that children with disabilities who are placed by their parents in private schools are entitled to special education services but at a cost which is limited to a proportionate share of federal IDEA dollars. According to OSPI, if 10 of 100 district special education students attend private school, 10 percent of the district's federal funding should be directed to the private school students. This is likely to be a very small amount. Districts must still pay for general and special education services for children placed by the districts in private schools. Districts may also be obligated to pay "full freight" if a court or hearing officer finds that the District failed to make available a free and appropriate public education. Courts can reduce the amount of such reimbursement if they find that the parents failed to properly notify the district of their intent to transfer the child to a private school setting, failed to cooperate with the district's proposed evaluation of a child and/or for other reasons.
