NCSL's 2002 Fall Forum will be critical and exciting in several respects. It will mark the transition from the old to the new committee structure-and will give participants plenty of opportunity to learn more about the new committees and help shape their planning for the coming year. The meeting also will occur just weeks before the beginning of most state legislative sessions and of the new 108 th Congress. The Fall Forum will look ahead to the issues that will dominate the agendas for state legislatures and Congress in 2003. Council From: Superintendent Michele Lawrence Subject: Berkeley Unified School District Budget Changes June 2001 to December 2001 Since January 17, 2002, many questions have been asked regarding the differences between the June adopted 2001-02 budget and the December 18, 2002 basis used by FCMAT in determining the district fiscal condition. The Alameda County Office rejected the original adopted budget, in large part due to the absence of federal, state, and local grant and entitlement program revenue and expenditures. FCMAT has compiled the following detail information to help clarify the revenue and expenditure differences.
