January 31, 2003 Slots bill pledges funds for schools

THE WASHINGTON TIMES
     ANNAPOLIS — Republican Gov. Robert L. Ehrlich Jr. presented a legalized-gambling bill yesterday to the General Assembly that pledges that 64 percent of the profit will go toward public education. Top Stories      The state-regulated machines would operate in four Maryland racetracks that would stay open from 8 a.m. to 2 a.m. every day. Mr. Ehrlich expects the machines to generate about $1.2 billion a year, which would be split among the state, track operators, local governments and racing interests.      Mr. Ehrlich has staunchly opposed most proposed tax increases and warned that without revenue from slots the state will suffer drastic cuts in such vital services as aid to the poor and the disabled.      Delegate Peter Franchot, Montgomery Democrat, said that he had 71 sponsors — a House majority — for a bill that would impose a year-long moratorium on slots legislation. All the sponsors are Democrats, including most leaders in the Democrat-controlled House. About 20 Republicans also pledge support but did not sign the petition out of loyalty to the governor, he said.      Mr. Franchot did not provide the list of sponsors but said he would introduce the bill today.

Charter Schools
NEA policy embraces high standards, accountability and strong local control for charter schools. It also offers guidance in the form of various criteria that can significantly improve the chances for success of these programs, which after 10 years are still in the experimental stage. Among other things, NEA firmly believes that all affected public education employees must be directly involved in the design, implementation and governance of these and other educational programs.
Failures spur review of charter school laws
Charter schools are part of the landscape of public education. According to the Education Commission of the States, as of August 2001 there were more than 2,300 public charter schools serving more than 500,000 students nationwide. The Commission reported that 37 states, the District of Columbia and Puerto Rico have laws providing funding and permitting charter schools to operate. However, many of those statutes are being revisited and revised in light of a number of charter school failures, some with disastrous consequences for students. NEA's position on charter schools is necessarily general. State laws and regulations vary widely, and NEA state affiliates have positions that are appropriate to the situation in their states. For example, accountability for meeting high academic standards is an essential component of successful charter schools. But not all state charter laws have strong accountability requirements. In addition, not all state laws require charter schools to develop programs conforming with state or local academic standards, and many charter laws do not require charters to participate in the state accountability system.

The Post-Baccalaureate Premedical Program at Washington University enables qualified college graduates to take core and elective science and math courses that satisfy medical school admission requirements. However, the history of investigative nephrology at the University antedates formation of the Division. It is rooted in the commitment to basic investigation of fluid and electrolyte physiology, mineral metabolism and renal endocrinology - a commitment that has always transcended departmental boundaries. It established the foundations for the multidisciplinary approach to clinical investigation and presaged the greatly broadened scope of investigation that characterizes the Renal Division today. In the early 1920s, Drs. A.F. Hartmann and Phillip A. Shaffer in the Departments of Pediatrics and Biochemistry were among the first to use insulin for treatment of the fluid and electrolyte imbalances of type I diabetes mellitus. Hartmann's Solution was developed to treat disorders of fluid and electrolytes in pediatric patients. The first successful parathyroidectomy in the United States was performed at the former Barnes Hospital/Washington University in 1928 by Dr. I. Y. Olch. Between World Wars I and II, Drs. Harvey Lester White and F.O. Schmitt pioneered the use of micropuncture to characterize renal glomerular and tubular function. Dr. White also carried out investigations that defined the actions of antidiuretic hormone, growth hormone and corticosteroids on the kidney.

Surely a basic unity of objectives should govern the educational systems of the nations, even though uniformity of method and of techniques may not be possible. Differences of language, of background and of culture will and should always exist; they constitute the beautiful tapestry of human living down the ages. But much that has hitherto militated against right human relations must and should be eliminated. These wars, aggression and thefts which have distinguished every great nation without exception are facts and can not be denied. Surely, however, the lessons of the evils which they wrought (culminating in the war 1914-1945) can be [46] pointed out and the ancient causes of present day prejudices and dislikes can be shown and their futility emphasized. Is it not possible to build our theory of history upon the great and good ideas which have conditioned the nations and made them what they are, and emphasize the creativity which has distinguished all of them? Can we not present more effectively the great cultural epochs which - suddenly appearing in some one nation - enriched the entire world and gave to humanity its literature, its art and its vision? Two major ideas should be taught to the children of every country. They are:
