    In the early part of the 20th century there were only two public high schools for black students in Washington, one of which was Armstrong Manual Training High School. Built in 1902, the school was founded on the educational principles of Booker T. Washington, who advocated industrial, craft, and domestic skills training for African Americans. And Armstrong is where its most famous student, Duke Ellington, studied design and art. It was not until the addition of a large wing constructed in 1924-1927 that the school added academic subjects. In 1928 it became known as Armstrong High School. From 1946 the building housed the Veterans High School until it became an adult education center in 1964. It was finally closed in 1996. Samuel C. Armstrong (1839-1893) was a soldier and educator who devoted his life to the well being of Native and African-Americans. He commanded a black regiment in the Civil War and was the founder and first president of the Hampton Institute. Dunbar High School, arch rival to Armstrong, was the first and most prestigious high school for African Americans in the nation. It had such a stellar faculty and academic reputation that many African American families from around the country sent their children to study at Dunbar. It not only had courses in Latin and Greek but early in the 20th century its students out performed students at Washington's white high schools on standardized tests. Dunbar was known as a college prep school, and a very high percentage of its graduates went on to college.

Rothman Paul Roberts writes little snippets on dead composers, and other encyclopedia-style material, for electronic "books." In a recent issue of Harper's Magazine , he warns of a "Virtual Grub Street" of writers cranking out hackwork for CD-ROM producers and computer nets, as opposed to creating traditional, full-length works. Roberts is hardly the only one grouchy about the new media's treatment of books. In the best-seller Silicon Snake Oil , Cliff Stoll takes one potshot after another at the idea that the Internet is a godsend for schools, libraries and society in general. Bemoaning the scarcity of true books on-line, he says the Net lacks easy answers to such questions as, "What political compromises caused Bismarck to become the capital of North Dakota?" and "What's the history of the Ruhr Valley, and what are the implications of its new Eastern European competition?" In other words, instead of getting books free at your local library, you might have to pay. Libraries could cough up money and license works from publishers for free distribution to patrons, but the inequalities between school districts still would go on-line. Beverly Hills, for example, has budgeted $34 per citizen for library materials, while Shasta County in the same state has set aside 25 cents. The average American school district is spending just $125 per child per school year on intellectual property, which can include everything from

      Increase the number of qualified minority students accepted into graduate school. Improve student access to information on graduate school opportunities. Work towards personalizing the recruitment effort by designating a National Name Exchange institutional representative to facilitate information exchange between the institution and prospective students. Assist graduate schools in identifying qualified minority candidates for consideration for graduate study. History The University of Washington has been providing institutional coordination and data distribution since the inception of the program over ten years ago. How does the program work?     • Purpose The Western Name Exchange was established to help match western graduate schools with minority students interested in graduate education. The Western Name Exchange seeks to:
      • Increase the number of qualified minority students accepted into graduate school. Improve student access to information on graduate school opportunities. Work towards personalizing the recruitment effort by designating a Western Name Exchange institutional representative to facilitate information exchange between the institution and prospective students. Assist graduate schools in identifying qualified minority candidates for consideration for graduate study.
      History The program was started over ten years ago. It was initially coordinated by the Western Interstate Commission for Higher Education (WICHE). The University of Washington has been providing institutional coordination and data distribution for the last ten years. How does the program work? The sequence of events is as follows:
      • Students contact the graduate school or division at a participating institution for information. They complete and return the consent form to the institution.

The involvement of fathers in two-parent and in father-only families is presented and contrasted with that of mothers in two-parent and in mother- only families. Information related to the link between father involvement and student achievement is presented for children living in two-parent and in father-only households. (The analyses are restricted to children living with biological, step, or adoptive fathers. Children living with foster fathers are excluded.)
