Governor
The State Constitution assigns the Governor the supreme executive power of this state. This role is continuously redefined through constitutional and statutory changes and through accepted practice. The Governor is head of the executive branch of government, but also has legislative responsibilities, as well as serving as an agent of communications with other states and the federal government. The Governor's executive branch responsibilities include appointing the heads of departments, agencies, and institutions. Also, mid-term vacancies in certain positions outside the executive branch, such as judges, are filled initially by gubernatorial appointment. By holding cabinet meetings, communicating with other state - officers and overseeing budget expenditures, the Governor fulfills the responsibility to see that the laws are faithfully executed. The Governor further fulfills this responsibility by serving as an ex-officio member on a number of boards and commissions.

A recession will likely cause school authorities to defer these much-needed plans for improvement and maintenance. But if Congress expanded the funds available for school construction and repair, the extra spending would benefit both schools and the economy. To make these investments easier to administer, two existing programs could provide ready-made pipelines for such expanded funding. Increase funding for emergency school repairs
One such possibility would be an expansion of the $1.2 billion in emergency repair funds approved by Congress in 2000 to be distributed to school districts under the Individuals With Disabilities Education Act (IDEA). The capital budgets of these poor and rural jurisdictions will probably be hit hard by a recession. In general, districts with high poverty levels are the most likely to have a dearth of taxable resources and are the hardest pressed to finance necessary repairs with their own revenue. Small rural districts have their own challenges, especially since they often suffer from problems of economies of scale. Other hurdles also stand in the way for these districts, including the difficulty of raising funds through bonds, and state-imposed limitations on borrowing (Mead 2001). Such circumstances have fueled legal suits objecting to inequities in state and local education finance. Expanded funding will only help to alleviate these problems faced by poor and rural communities during an economic slowdown.

Washington, DC 20536 RE: Comments on Proposed Rule: "Retention and Reporting of Information for F, J, And M Nonimmigrants: Student and Exchange Visitor Information System (SEVIS)" INS No. 2185-02 (RIN 115-AG55). Dear Sir or Madam: On behalf of the higher education associations listed below, I am writing to offer comments on the Immigration and Naturalization Service (INS) Proposed Rule No. 2185-02, published in the Federal Register on May 16, 2002. The higher education community is fully committed to assisting the INS and other federal agencies in efforts to improve the monitoring and tracking of international students on our campuses. We take seriously our responsibility to improve national security and we believe that SEVIS represents the single most important step the federal government can take to improve the retention and reporting of information on international students and exchange visitors. We support the prompt implementation of this system and pledge to work cooperatively with the INS in these efforts. Our goal is to make the system effective and efficient, and the comments below are directed to that end. We commend the Department of Justice, and the INS in particular, for their efforts to implement SEVIS under the demanding timetable mandated by the USA PATRIOT Act of 2001. We especially appreciate INS's efforts to share information with the higher education community and to create a system that will meet Congress's intent. To this end, this letter addresses four issues on which comments were specifically invited: 1) the feasibility of a January 30, 2003 compulsory deadline for schools to begin reporting under SEVIS; 2) the costs to campuses of bringing equipment and systems into compliance with SEVIS; 3) the correlation of designated school officials (DSOs) to the size of an institution's F-1 population; and 4) the training and certification of DSOs.

This year marks the 150th anniversary of the inception of relations between Japan and the United States. From its simple beginnings marked by the arrival in Japan of Commodore Matthew Perry with his "Black Ships" in 1853 and the signing of the Treaty of Amity in 1854 this remarkable bilateral association has grown into one of the closest political, cultural and economic relationships of our time. The American and Japanese peoples commemorate this 150th anniversary of those rich relations with the full confidence that our ties will forever be bound by their own genuine friendship and shared values.
