Welcome was made by Mr. Stig Karup-Pedersen, the Danish Sports Association president who said that he was very pleased that the 18th World Games for the Deaf was held while the DDI was celebrating its 75th anniversary of its existence. The Congress had two minutes of silence in memory of the CISS officers who have passed away since 1995; Henny de Haas (NED) Gert Baden (DEN) Valery Korablinov (RUS) Dermot Saunders (IRL) Felix Abraham (HUN) Drago Vukotic (YUG) As well as the delegates, there were guests as well: Jerald M. Jordan (former CISS President ), Janne Lundeberg (Gestuno interpreter), Rafael Pinchas (writer for CISS Bulletin), Lisa Kauppinen (WFD President) and Asger Bergman (WFD board member) Roll Call conducted by Knud Sondergaard revealed that there were 57 national delegations in attendance (114 votes). John Lovett welcomed Lissa Kauppinen to give a short speech as WFD president. There are 70 million deaf people in the world. It is extremely important to have a solid working relationship among the deaf in different countries, especially in developing countries in the southern hemisphere. On her travels, she meets lots of deaf people especially young children who are very good in sports and makes appropriate referrals to CISS Secretariat. She wished CISS a great stride in its endeavors in strengthening the objectives of CISS.

Only one problem. These were the games of the FISU "Winter" Universiade to be held in Sofia, Bulgaria. Although the request from the United States Olympic Committee raised a few eyebrows at the NCWSA, the decision was made to pick up the gauntlet, and work immediately started on team and staff selection. While water skiing was to be a demonstration sport, competition would be against the former Soviet Union, Bulgaria and West Germany. Competition was to consist of the traditional 3-events of slalom trick and jump. With tricks (figures) taking place in a 50 meter pool in the athletes village, slalom and jump were scheduled at a "heated site" in the hydropark.

INTRODUCTION Back By Kuno Ritschard, President The International Water Ski Federation, as well as this region, have celebrated their 50 th anniversary in 1996. From a modest beginning with three member countries - Belgium, France and Switzerland - the IWSF grew to 48 member countries by 1971 and now is some 80 countries strong. The International Water Ski Federation is divided into three regions: Pan America, Asia Australasia and this one (EAME), comprising Europe, Africa and the Middle East. Our region has 44 member countries. A survey carried out in 1992 has shown over 30 million people were enjoying and practising our sport, with the numbers expecting to grow from year to year. Water skiing has various divisions. Tournament, Barefoot, Cable, Disabled, Ski Racing and Wakeboard, all of which hold their own world titled event. Our tournament section held its 25 th World Championships in Colombia in 1997, whilst cable will held its first World Championships this year in Heidelberg (Germany). Search Water Skiing Renee and Regina Jaquess Renee Jaquess Renee, 16, is a sophomore at Duluth High School, Captain of the Junior Varsity Girls Basketball team, and Vice President of her Class. Renee was also named Defensive MVP of the Duluth Freshman Basketball Team last year. What a lot of people around Duluth High don't know is that she can jump over 120 feet, hitting the ramp at speeds in excess of 50mph! She holds the Georgia State girls jump and overall records in her age division. To give you an idea of how far ahead of the competition Renee is, the previous Georgia jump distance record was 101 feet. Renee is currently ranked 5th in the World in girls jumping. She also placed 3rd in Slalom at the U.S. Nationals this past August in Destin, Florida, while ending up 5th in jumping and 5th overall. Renee was invited to ski in the Rolex Junior Masters this past year and was selected as an alternate to the U.S. National Junior Team. She was a member of the U.S. Team last year. Regina Jaquess Regina, 12, is a 7th grader at Duluth Middle School. She plays recreational league basketball, ice skates, and plays the trumpet in the school band. Regina has a 4.0 academic average, has been a member of the student council for the past three years and is currently Secretary of the student council. She has also served as a volunteer tutor to younger students. However, it is her achievements on the water that have made her a nationally recognized elite athlete.

For the first time ever, the competition featured two divisions (1-A and 1) to help level the playing field between scholarship and non-scholarship teams. Division 1-A consisted of the top-two qualifiers from each region. Teams earning third through fifth place at their respective regional championships competed in Division 1. National team champions were declared in both divisions. Individual medals for slalom, tricks and jumping were awarded according to athletes' placement within the entire field. Overall titles were up for grabs in each division to athletes competing in all three events. Louisiana-Monroe's Regina Jaquess (Suwannee, Ga.) leaped 147 feet to a new national collegiate record and the Women's jumping title.
