Contact Us Certification A hundred years ago a person could enter the teaching profession with a relatively small amount of preparation. This is no longer true. Entering the teaching profession has required increasingly greater training over the years. Teaching today requires better preparation because of the knowledge explosion and because more is now known about how children learn. Today, virtually every state or province requires that prospective teachers hold a Bachelor of Arts or a Bachelor of Science degree and a teaching certificate as well. To qualify for the certificate the student must complete a number of state-prescribed professional studies in education. STATE OF MICHIGAN In the state of Michigan the student who meets these requirements receives the Provisional teaching certificate, either elementary or secondary, which is valid for six years. The elementary certificate qualifies him to teach kindergarten through the fifth grade and his major and /or minor in grades 6-8 (exceptions are available for smaller schools). The secondary certificate qualifies him to teach the seventh through the twelfth grades. During the six year period following graduation, the new teacher should complete three years of actual teaching and a minimum of eighteen semester hours of course work in a planned program of study in college or in graduate school to receive a PROFESSIONAL certificate.

Deborah D. Clark (BA 1971, MA 1978) was recently notified that she has achieved National Board Certification in Early Adolescent Mathematics. National Board Certification is a symbol of teaching excellence. A voluntary process established by National Board for Professional Teaching Standards (NBPTS), certification is achieved through a rigorous performance-based assessment that takes nearly a year to complete. Through the assessment process, teachers document their subject matter knowledge, provide evidence that they know how to teach their subjects to students most effectively, and demonstrate their ability to manage and measure student learning. She is one of fifty-four West Virginia teachers who have earned National Board Certification, the teaching profession’s highest credential. Mrs. Clark is currently employed by the West Virginia Department of Education as one of four Project MERIT Regional Master Mentor Teachers. She supports the twenty-four MERIT teachers in RESA I and RESA IV as they implement MathScape, a standards based mathematics curriculum. WEST VIRGINIA'S STRUGGLE FOR SCHOOL MUSIC NOTES DA CAPO - By Clifford Brown October 1984 Time was that your Uncle Charlie might have gotten you a job teaching music in the local schools if you wanted it, and if you showed some musical ability. A "special certificate" would have been issued, and you'd have been set for five years - that is if Uncle Charlie were influential in one of the independent districts among the 398 school districts in West Virginia at that time. These independent districts (Wheeling was the first) were established in the cities. They had full control of their schools and obligated themselves to support them. What gradually developed was high educational quality with teachers well paid in the independent districts, and low educational quality with teachers poorly paid in the rural schools. Although this was the era of the "common school," the independent districts were adding four-year high schools when the rural districts had none. The same thing happened later when junior high schools were introduced. Throughout the 1920s committees from the Music Section (which later became the WVMEA) of the State Education Association were actively promoting music as a curricular subject in the public schools. Nelle Shirkey of Beckley; Lydia ffinkel of Morgan- town; Mrs. D.C. McCoy, Dale Haven, and Lucy Robinson of Wheeling; and J. Henry Francis of Charleston spoke, wrote, and conferred about the lack of music in the schools. The first step was to get music into the curriculum. The next step was to establish requirements that would prepare elementary teachers to teach music, and then recommend more extensive requirements for music supervisors and high school music teachers. This opportunity came when Robert Clark, Supervisor of Teacher Training, initiated the change from the examination to the credential method of certification. In 1927 numerous committees from the teacher training institutions were requested to propose their recommendations for certification requirements.

Mr. Speaker, I rise to introduce legislation to forbid the use of federal funds to develop or implement a national system of teacher certification or a national teacher test. My bill also forbids the Department of Education from denying funds to any state or local education agency because that state or local educational agency has refused to adopt a federally-approved method of teacher certification or testing. This legislation in no way interferes with a state's ability to use federal funds to support their chosen method of teacher certification or testing. Having failed to implement a national curriculum through the front door with national student testing (thanks to the efforts of members of the Education Committee under the leadership of Chairman Goodling ), the administration is now trying to implement a national curriculum through the backdoor with national teacher testing and certification. National teacher certification will allow the federal government to determine what would-be teachers need to know in order to practice their chosen profession. Teacher education will revolve around preparing teachers to pass the national test or to receive a national certificate. New teachers will then base their lesson plans on what they needed to know in order to receive their Education Department-approved teaching certificate. Therefore, I call on those of my colleagues who oppose a national curriculum to join me in opposing national teacher testing and certification with the same vigor with which you opposed national student testing.
