Gentlemen of the Congress:
Once more, as repeatedly before, the spokesmen of the Central Empires have indicated their desire to discuss the objects of the war and the possible basis of a general peace. Parleys have been in progress at Brest-Litovsk between Russian representatives and representatives of the Central Powers to which the attention of all the belligerents have been invited for the purpose of ascertaining whether it may be possible to extend these parleys into a general conference with regard to terms of peace and settlement.
The Russian representatives presented not only a perfectly definite statement of the principles upon which they would be willing to conclude peace but also an equally definite program of the concrete application of those principles. The representatives of the Central Powers, on their part, presented an outline of settlement which, if much less definite, seemed susceptible of liberal interpretation until their specific program of practical terms was added. That program proposed no concessions at all either to the sovereignty of Russia or to the preferences of the populations with whose fortunes it dealt, but meant, in a word, that the Central Empires were to keep every foot of territory their armed forces had occupied every province, every city, every point of vantage as a permanent addition to their territories and their power.

  • President Arthur signed the Chinese Exclusion Act of 1882. It broke the Treaty of 1880 with China which allowed Chinese immigrants to enter the U.S. While the Chinese Exclusion Act did halt immigration for 10 years and kept already immigrated Chinese from becoming citizens, Arthur had already vetoed a bill which would have banned any Chinese immigration for 20 years. In 1883 Buffalo Bill, who had become famous hunting buffalo to feed the crews who were laying track for the Transcontinental Railroad by the Union Pacific, organized the first of his wild west shows. These shows featured sharpshooter Annie Oakley and Sioux chief Sitting Bull. In 1883 President Arthur signed the Pendleton Act. This act reformed civil service, which was believed to be filled with politically connected individuals who didn’t really do any work. The Pendelton Act created exams for government jobs. WOODROW WILSON 28th U.S. President After a respectable career as a scholar, Wilson became the president of Princeton College in 1902. He entered politics in 1910 when persuaded to run for governor of New Jersey. After only two years as governor, he beat out Teddy Roosevelt and William H. Taft in the presidential election of 1912. Although he first championed isolationism, he became a strong advocate for U.S. involvement in World War I. When the war ended in 1918, he pushed for the U.S. to join the League of Nations, precursor to the United Nations. His plans were confounded by Congress, but Wilson still won the Nobel Peace Prize in 1919. The same year he suffered a stroke which left him party paralyzed; he was assisted in his duties by the First Lady, Edith Galt Wilson. Wilson finished his second term and was succeeded by Warren G. Harding in 1921.
Extra credit : Often thought of as an egghead, Wilson was also a winning football coach at Wesleyan University for two seasons (1888-89).

Woodrow Wilson Addresses the Senate On July 10, 1919, the president of the United States, for the first time in history, personally delivered a treaty to the Senate. This was no ordinary treaty; it was the Treaty of Versailles, ending World War I and establishing the League of Nations. As Secret Service agents and Capitol police sealed off the Senate wing to everyone without a special pass, President Woodrow Wilson walked into the chamber lugging the over-sized document under his right arm. Recently returned from Paris and his unprecedented self-assigned role as leader of the American negotiating team, Wilson hoped for prompt Senate approval, but feared trouble from Republicans, newly restored as the chamber's majority party. The president's address set his ratification campaign off to a stumbling start, as he strained to read from typewritten notes on small index cards. Perhaps suffering from the effects of a small stroke, Wilson inadvertently omitted words as he proceeded. Realizing this, he stopped and repeated the garbled sentence, only to drop more words and repeat more sentences. Only near the end of his forty-minute address did Wilson approach eloquence. Setting aside his cards, the president turned to the Republican side of the chamber, where members sat in sullen hostility. He declared that treaty approval was their only option. "The stage is set, the destiny disclosed. It has come about by no plan of our conceiving, but by the hand of God. We cannot turn back. The light streams on the path ahead, and nowhere else." His conclusion evoked only scattered applause.

Wilson was educated in private schools and later went to the College of New Jersey, now Princeton University. He became a lawyer but was unsuccessful. He then studied History and political science, earned a Ph.D. and became a teacher. His Presidency: Wilson pushed many bills through Congress which affected tariff rates, income tax, banking, business, child labor and other domestic public policies. He helped write the peace treaty after World War I and advocated establishing a League of Nations to help prevent wars in the future. Wilson won the 1919 Nobel Peace Prize for his efforts in creating a lasting peace following World War I. His Life: Like Roosevelt before him, Woodrow Wilson regarded himself as the personal representative of the people. "No one but the President," he said, "seems to be expected ... to look out for the general interests of the country." He developed a program of progressive reform and asserted international leadership in building a new world order. In 1917 he proclaimed American entrance into World War I a crusade to make the world "safe for democracy."

    Thomas Woodrow Wilson was born on December 28, 1856, in Staunton, Virginia . The twenty-eighth president of the United States, Wilson served two consecutive terms in the White House , from 1913 to 1921. Before entering politics, Wilson taught at Bryn Mawr College and Wesleyan University, and later served as president of Princeton University . At Princeton, he earned a national reputation for his political addresses and articles, which contributed to his election as governor of New Jersey in 1910. Two years later, the Democratic National Convention nominated Wilson to run for president. On the day before Wilson's inauguration in March 1913, members of the Congressional Union, later known as the National Women's Party, organized a suffrage parade in Washington, D.C. to siphon attention away from inaugural events. It is said that when Wilson arrived in town, he found the streets empty of welcoming crowds and was told that everyone was on Pennsylvania Avenue watching the parade.
