Departments Home Legislative News Update Number 2, February 21, 2002 Rainwater Tells Finance Committee To Spare K-12 Education Says District has cut $17.5 million, eliminated 170 position since revenue limits Madison Superintendent Art Rainwater urged the Legislature's budget-writing Joint Finance Committee (JFC) to spare Wisconsin's K-12 schools from deeper cuts than those already required by revenue limits. Rainwater testified before the committee at its public hearing on the budget in Madison. "Revenue limits have forced schools to cut year after year," he said. "It's critically important that we not further reduce funding to K-12 schools. Even with the Governor's repair budget - which essentially holds schools harmless - Madison will still have to cut another $5-7 million from the budget we craft this spring," he told the committee. He added that the district has cut over $17.5 million and eliminated almost 170 positions since the inception of revenue limits in 1993. Rainwater also said unfunded mandates by the state and federal government affect all of Wisconsin's schools, referring specifically to special education and bilingual programs. "Last year we added $2.1 million and over 40 positions for special education and bilingual programs, while we cut nearly $5.5 million from our total budget." The state reimburses school districts for special education at around 30%, and bilingual programs at 17% of total costs. "Schools can't continue down this road. We are jeopardizing one of the nation's best school systems. I ask you to protect this state's great school system, built by generations of Wisconsinites," Rainwater said in his concluding comments.

K-12 schools planning major Mac purchases Staff Report, email@maccentral.com March 18, 1999, 4:00 pm ET In a press release issued today, Apple says major K-12 school districts have recently purchased iMac computers, new Power Mac G3 systems and Mac software. Large education technology projects choosing Macs in New York, Texas and Wisconsin will result in combined sales of over US $11 million. "Apple's unmatched ability to offer powerful computer systems with curriculum-based software is extending Apple's leadership in education," says Mike Lorion, Apple's VP of Education Sales, in the press release. "We are thrilled that these highly regarded school districts are using Macs, bringing the excitement of the Internet and easy networking to their faculty and students." In New York City, over $6 million was recently allocated for new Mac systems and software, including more than 3,200 iMac computers bundled with the Apple Education Series Elementary Desktop Tools software. The purchase was made as part of New York City's ongoing Project Smart Schools program, with the goal to outfit all sixth-through-eighth grade classrooms with computers, as well as to train educators on integrating technology effectively into the curriculum. The project has purchased over $50 million in Macintosh systems in the last two years. "The schools' decision to buy iMacs was based on the Mac's ease of installation and ease of use; Apple's demonstrated product reliability; and their ongoing commitment to education," says Stephen Brown, coordinator of Project Smart Schools. Science and math classes will soon take on new dimensions at four Wisconsin school districts thanks to a partnership between the National Science Foundation and the University of Wisconsin at Madison. The new initiative, known as the K-Through-Infinity Professional Development Partnership, is an ambitious effort to join a broad array of University of Wisconsin science, math and science research and education programs with the expertise of K-12 teachers. "We want to better connect university scientific discovery, and the excitement of that discovery, with K through 12 education, said Terry Millar, a UW-Madison graduate school associate dean and a professor of mathematics. "This is science education for the 21st century." "International studies that rate math and science performance among K through 12 students in the industrial world place the U.S. at the bottom of the heap," Millar said.
