Long before they had the right to vote or to stand in federal and provincial elections, Canadian women were participating in organizations devoted to developing education, particularly in rural areas, promoting stricter liquor laws, supporting their churches and fighting for women's rights, among other worthy causes. They were dedicated to improving social conditions and the quality of life for their fellow Canadians. So, when they became eligible to participate in the electoral process, it did not take long for them to have an impact. On March 14, 1916, most women in Manitoba became eligible to vote in provincial elections, with women in other provinces soon following suit. Federally, women became able to vote on May 24, 1918, and in 1929 Canadian women were legally declared "persons" and were granted the right to become members of the Senate. Since then, hundreds of Canadian women have moved forward with perseverance and conviction to participate in affairs of state. In order to select representatives from this growing group, the National Library has chosen to focus on "First Women" such as the First Woman Governor General, the First Woman member of Parliament, the First Women elected to Provincial and Territorial Legislatures and some provincial firsts. A list of key reference sources on the topic of "Canadian Women in Politics" is also included.

Welcome to the website of the Centre for Advancement of Women in Politics (CAWP). Formed in October 2000, we are based in the School of Politics in Queen's University of Belfast. We aim to foster an appreciation of women's contribution to politics, government and public decision making in the UK and Ireland. We consider women's political participation as having two important dimensions - the proportion of women in decision making and the inclusion of women's perspectives in government policies and programmes. An important part of our work is maintaining an observatory on women's public leadership. Initially, the observatory will give regularly-updated figures on women in parties, government, parliament and local government in the UK and Ireland. Later, we hope to extend this observatory to other important decision making sites. We invite you to explore our website to find out more about women in political and public life in Ireland and Britain.

About CAPWIP
What We Are
The Center for Asia-Pacific Women in Politics (CAPWIP)is a non-partisan, non-profit and non-governmental regional organization (NGO) dedicated to promoting equal participation of women in politics and decision-making. CAPWIP was established in 1992 by a group of women from the Asia-Pacific region who share a vision of governance that affirms gender equality, integrity and accountability, excellence, sustainable development and peace. We advocate transformative politics which is the use of power to create change towards economic, social and political equity between sexes and among sectors within the context of shaping a society that is just, humane and promotes a sustainable way of life. CAPWIP operates through a network of national affiliates clustered into 5 sub-regional groupings: Central Asia, East Asia, Pacific, Southeast Asia, and South Asia. Our sub-regional focal points and national affiliates are autonomous organizations actively involved in women's political empowerment in their respective countries. CAPWIP has committed itself to supporting its network through technical assistance in organizational and program planning, training, research and information sharing. The center is currently based in the Philippines. CAPWIP receives administrative and program support from voluntary contributions from its Board of Trustees and other individuals, annual membership fees and grants from bilateral and multilateral aid agencies.

Throughout most of history women generally have had fewer legal rights and career opportunities than men. Wifehood and motherhood were regarded as women's most significant professions. In the 20th century, however, women in most nations won the right to vote and increased their educational and job opportunities. Perhaps most important, they fought for and to a large degree accomplished a reevaluation of traditional views of their role in society.
Early Attitudes Toward Women
Since early times women have been uniquely viewed as a creative source of human life. Historically, however, they have been considered not only intellectually inferior to men but also a major source of temptation and evil. In Greek mythology, for example, it was a woman, Pandora, who opened the forbidden box and brought plagues and unhappiness to mankind. Early Roman law described women as children, forever inferior to men. Early Christian theology perpetuated these views. St. Jerome, a 4th-century Latin father of the Christian church, said: "Woman is the gate of the devil, the path of wickedness, the sting of the serpent, in a word a perilous object." Thomas Aquinas, the 13th-century Christian theologian, said that woman was "created to be man's helpmeet, but her unique role is in conception . . . since for other purposes men would be better assisted by other men."

As exemplified by the pre-Hispanic babaylan or katalonan th century suffragist movement until the present day women leaders, history presents a moving tableau of Filipinas asserting their God-given right to participate in the development of community and nation equal with men. W omen in politics and public policy gradually increased in number starting 1938 when universal suffrage was finally won until the most recent 11 th Congress of the Republic of the Philippines. Still their number remains a measly 10 percent of the total number of elected representatives and senators of the Philippine Congress. I t is commonly observed that most if not all women in national politics in the Philippines, past and present, belong to the elite class and to established political clans. "All are college educated and endowed with special expertise." At first their politics start in political campaigns with no legislative agenda specific for women’s concerns. In time, however, largely in part to the existence of a strong women’s movement in the Philippines, women’s issues and concerns are increasingly incorporated in political platforms and the legislative agenda of women candidates and legislators.
