Norwegian women gaining political ground
"It is in the interests of society as a whole that women's values and women's sense of justice be integrated into political life." These words were spoken by Gro Harlem Brundtland, the Norwegian Prime Minister who attracted international attention in 1986 when she formed a Government in which nearly half of the members were women. The proportion of women in subsequent governments has remained relatively constant at between one third and one half. In the 1993 elections to the Storting, the Norwegian national assembly, three of the candidates for prime minister were women. Two more milestones were reached that same year: 39 per cent of the representatives elected to the Storting were women, and a woman was chosen to be President of the Storting, one of the highest positions in the public sector. This is the largest number of women ever to win seats in the Storting and the first time the position of President of the Storting has been held by a woman. Norwegian women have entered the realm of politics with a vengeance. How has this come about? The following gives an account of the social and political framework needed for this development to take place. First, however, a look at some vital aspects of Norwegian history.

    Algeria's parliamentary elections in June have been billed as a giant step forward for women in the North African state. Many believe the election of 11 women to the assembly will be the catalyst for improving the status of all women in Algeria. However, this optimism should be reconsidered in light of the realities surrounding this "victory." After all, women in public life is not a new phenomenon for Algeria. There has always been some degree of representation of women in the country, dating back 35 years to the birth of the independent nation. But this inclusion has consistently been marginal, bringing into question the dubious nature of this latest electoral victory. Women like Djamila Boupacha and Hasiba Ben Bouali, for example, long ago defied the norms. They were armed fighters in the struggle for independence and important public figures following the war, but their participation and that of others did not end the male domination of society. This type of "token" representation by a minority of women in Algeria has never resulted in a redefinition of the position of most women. And while the numbers of women engaged in public life have fluctuated through the decades, what has remained a constant in regard to the status of women is a deep-rooted and institutionalized culture of oppression perpetuated not just by the recent fundamentalist resurgence, as many assume, but long before by the state.

    Six states have never elected a woman to either the U.S. House or Senate Four women serve in the Cabinet of the second Clinton-Gore Administration.
    Two women occupy seats on the U.S. Supreme Court.
    In 1998, women held nine (9%) of the 100 seats of the 106th U.S. Senate and 56 (12%) of the 435 seats in the 106th U.S. House of Representatives. In addition, two women serve as Delegates to the House representing the District of Columbia and the Virgin Islands. Of the 65 women serving in the 106th Congress (including the two Delegates), 13 are African-American, five are Hispanic/Latina, one is Asian American/Pacific Islander and one is Caribbean American. California has sent more women to Congress than any other state - a total of 22. Six states have never elected a woman to either the U.S. House or Senate. They are: Alaska, Delaware, Iowa, Mississippi, New Hampshire, and Vermont.

    Women in politics - still the outsiders Connections column Marilyn Gardner Some of the most rewarding careers develop in the least expected ways. Just ask Harriett Woods. As a young mother in University City, Mo., Mrs. Woods asked officials to fix a loose manhole cover in front of her family's house. When they stalled, she grabbed a pen and yellow legal pad and went door-to-door collecting signatures. Her petition worked. The city resolved the problem. Emboldened by that fledgling activism, Woods became involved in politics. She served on the city council. Later, she was elected to the Missouri state senate and then rose to lieutenant governor. She capped her career as president of the National Women's Political Caucus in Washington. All this for a woman trained as a journalist. Now Woods is reflecting on that long career in a book, "Stepping Up to Power: The Political Journey of American Women." She is also looking ahead, and what she sees troubles her. There aren't enough women like her younger self, entering politics. "I'm very worried," she says over lunch in Cambridge, Mass. "There's been a plateauing of women running for state legislatures. It's naive to think that you'll have women running for president and vice president if you don't have them running for lower office." Women make up only 22 percent of state legislators, an increase of just 1 percent since 1993. They hold 12 percent of seats in Congress, up from 10 percent in 1993.
