Web posted at: 2:45 a.m. EST (0745 GMT) From Correspondent Steve Harrigan MOSCOW (CNN) A new Russian law bans the purchase of imported cars for government use, and officials may have to go back to using the Russian Volga a car more fond of sputtering and stalling than getting up and going. "It's a bad car, like driving a dump truck. It was a bad car 40 years ago, and nothing's gotten any better," said Yevgeny , who for 30 years drove a Communist official around in a Russian-made car. The force behind the law is young reformer and new Deputy Prime Minister Boris Nemtsov. The law is aimed at cutting government costs. Fancy motorcades are out of place in a country unable to pay pensions on time. The law also revives a symbol of Russia's communist past. "It's a step back to communism, when the black Volga was a special symbol of your position in the society," automobile critic Nikolai Kachurin said. But more than anything, the car is a symbol of poor quality. So bad is the Volga that government officials are assigned two cars one to drive while the other is in the shop. And of the 700 Russian cars purchased by the Kremlin each year, most are said to break down within weeks after the purchase. The factory has now promised government officials a special edition car equipped with a British engine. But the car's cost is estimated to be the same, if not more, than the price of many imports proving that Russia's cost-cutting plan may wind up a lemon of a law.

Web posted at: 8:32 p.m. EST (0032 GMT) TIRANA, Albania (CNN) Albania's government resigned Saturday after the deadliest violence in two months of angry unrest but opposition parties and protesters pressed for even more concessions from an embattled President Sali Berisha. The move was Berisha's first major concession in two months of mushrooming disorder in the tiny Balkan state. Clashes Friday left at least nine dead in the southern port city of Vlora, and unrest has escalated in the capital. Speaking after the latest round of unrest, Berisha said the removal of right-wing Prime Minister Aleksander Meksi and his ministers had been agreed at talks with opposition leaders. "To resolve the problems that have been created the leaders of the political parties ... came to the conclusion that the Meksi government will resign," Berisha told state television.
Meksi to stay on as caretaker prime minister
Meksi's resignation was later accepted by Berisha, the state-run news agency ATA reported.

    From Jerusalem Bureau Chief Walter Rodgers JERUSALEM (CNN) Yasser Arafat's government encouraged the killing of Arabs who sold land to Jews, Israeli Prime Minister Benjamin Netanyahu charged on Monday. Palestinian officials denied the Palestinian Authority was involved in the killings and called the accusations Israeli propaganda. Three Arab land dealers have been killed and a fourth has disappeared in the past month following warnings from Palestinian officials that the death penalty should be imposed on those who sell land to Israelis. In addition, Arafat's police have prepared a list of 16 other land dealers to be executed, Israeli officials claim. Meanwhile, Israeli police have arrested six Palestinians who allegedly kidnapped another man suspected of planning to sell land to an Israeli. Netanyahu called the killings a threat to the peace process, but Defense Minister Yitzhak Mordechai said Israel would continue peace efforts while trying to halt Palestinian "provocations."

    Web posted at: 7:30 p.m. EST (2430 GMT) BELGRADE , Yugoslavia (CNN) Protests, now in their seventh week, may finally be having some effect on the Serbian government headed by President Slobodan Milosevic. Serbian Foreign Minister Milan Milutinovic sent a letter to the Organization for Security and Cooperation in Europe (OSCE) Friday, admitting that opposition parties won nine municipal elections in parts of Belgrade. However, the admission failed to satisfy the OSCE, which has conducted its own investigation of the November voting results, and is now calling for the "prompt and complete implementation" of election outcomes for 14 municipal seats won by the opposition.
    U.S.: letter not enough
    The U.S. State Department also criticized Milutinovic's letter. Department spokesman Nicholas Burns said the letter did not go "nearly far enough in acknowledging the obligations of the Serbian government to make sure that it respects the voice of the people." And, the government's admission failed to mollify opposition demonstrators, who were on the street again Friday, braving icy weather and a cordon of riot police.

    March 4, 1998 Web posted at: 3:15 p.m. EST (2015 GMT) LAGOS, Nigeria (CNN) Pro-democracy campaigners on Wednesday vowed to continue their protests against the country's military ruler, Gen. Sani Abacha. Their demonstrations coincided with thousands of Abacha supporters turning out for a second day of state-backed carnival festivities in the capital Abuja. "The Lagos rally is only the beginning of a series of mass actions billed for various centers across the country," said a statement from United Action for Democracy, whose leader, Olisa Agbakoba, was arrested Tuesday. Lagos police said they were preparing to charge 30 people for taking part in Tuesday's march, which police broke up with tear gas and batons after demonstrators called for Abacha to transform himself into a civilian president. Abacha has promised elections later this year, but he has reneged on similar pledges in the past. Many Nigerians and political observers suspect that Abacha, who took power in 1993, will try to stay in office. Western countries that have imposed very limited sanctions to force the pace of reform are suspicious of Abacha's motives and doubt his democratic credentials in a nation where dozens of political prisoners remain in jail.

    Web posted at: 10:45 a.m. EDT (1445 GMT) From Cairo Bureau Chief Gayle Young CAIRO, Egypt (CNN) Egyptian President Hosni Mubarak declined U.S. President Bill Clinton's invitation to attend the Mideast summit in Washington beginning Tuesday. Officially, Mubarak said on Monday that scheduling conflicts such as opening a new transit station prevented his presence. But the Egyptian leader voiced his concerns about the summit in far stronger language on Tuesday. He does not want to attend, he said, because he does not believe Israel has made a clear commitment to the peace process. In short, Mubarak no longer trusts Israeli Prime Minister Benjamin Netanyahu. Mr. Mubarak said he thought it was detrimental to attend the summit unless people trusted the peace process. (14 sec./154K AIFF or WAV sound) On Monday, Palestinian leader Yasser Arafat came to Egypt in an attempt to convince Mubarak to travel to Washington. But Mubarak reiterating his staunch support of the Palestinian cause argued that he would accomplish more by staying home. (17 sec./186K AIFF or WAV sound) In an interview with the Israeli newspaper Maariv, Mubarak said he told Arafat to go to Washington. "I told him, 'You must go. You must explain your position.'"
