The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

The State Board of Education includes eleven members appointed by the Governor, with consent of the Senate. Major responsibilities of the Board include the adoption of rules, regulations, and standards governing a wide variety of fiscal and procedural matters pertaining to public education. The Board makes efforts to obtain appropriate public input. The Strategic Plan of the Department of Education and the State Board includes:
  • The State Board of Education will support, promote and assist in implementation of performance-based school accreditation. The State Board of Education will identify, evaluate, promote and celebrate quality school partnerships. The State Board of Education will work within its statutorily defined roles, in cooperation with the state Superintendent.
  • The State Board of Education is authorized under W.S. 21-2-301, and its duties and powers are defined in W.S. 21-2-304 through W.S. 21-2-307. The Board's major duties involve the establishment of policies and standards applicable to public education. In addition, the Board acts as the state entity designated to approve or disapprove alternative scheduling for school districts, promulgates rules to assure that each handicapped child receives a free and appropriate education, acts as the State Board of Vocational Education and makes recommendations to the Legislature.

    Text of Regulations Section I. Definitions. For the purposes of these regulations, the following definitions shall apply:
    A. An "attorney" shall mean any person licensed to practice law in the State of Wyoming.
    B. References in these regulations to various rules refer to the "Rules for Continuing Legal Education of Members of the Wyoming State Bar."
    C. An "hour" of continuing legal education shall mean 60 minutes spent, after July 1, 1984, by an attorney in actual attendance at or completion of an accredited continuing legal education program, or its equivalent, as from time to time determined by the Board pursuant to Rule 4d. Credit will be given to the nearest quarter of an hour for hours spent at a seminar.
    D. An "accredited sponsor" shall mean an organization or person sponsoring continuing legal education activities which has been accredited by the Board as a sponsor pursuant to Section V hereof or which is listed in Rule 4d. During the time an organization or person is an accredited sponsor, all the continuing legal education activities of such organization or person, which comply with the requirements of Section IV hereof, shall be deemed automatically accredited.

    Official calls for rebellion against fed education law By JOAN BARRON Star-Tribune capital bureau CHEYENNE Wyoming should join other states that are rebelling against the requirements in the No Child Left Behind federal law, a school superintendent said Monday.
    Albany County School District No. 1 Superintendent Charlie Head said if enough states resist the federal requirements none will lose federal money.
    "They are setting up the public schools for failure," Head claimed during an appearance before the House Education Committee,
    Head said he suspects people who favor vouchers to pay for education in private schools are using the No Child Left Behind law (NCLB) passed in 2001 to forward their agenda. The goal of the law is for every student in the nation, regardless of race, economic status, English-speaking ability or special needs, to be deemed "proficient," as measured by the states' tests by 2014.
