As Western state economies transform themselves and demand an ever-increasingly skilled workforce, it is imperative that public schools be able to respond quickly to ensure students receive an education that prepares them to succeed. Federal education programs should address the unique needs of individual states to offer an education best suited to the demands of the modern economy. 2. Federal education programs need to be more results-oriented, holding states accountable for outcomes are children safer, healthier and better educated rather than focus on process-oriented accountability. 3. States receive federal education funding through multiple funding streams that sometimes make it difficult for states to combine, redirect and target federal education funds where they will have the greatest impact on student achievement and safety. In response to concerns about federal regulations, Congress in 1999 expanded the Ed-Flex option to give all states a greater ability to apply for waivers from some federal education regulations. While a welcome step in the right direction, Ed-Flex includes only a limited number of federal education programs, and does little to reduce the bureaucratic reporting burdens faced by schools and states.

WYOMING PTA WHERE WE STAND Goals for Educations (adopted in 1990) Wyoming's members in the U.S. Congress, the Governor, and our State Legislature should support by verbal and budgetary commitment the National Education Goals. School Funding (adopted in 1982, 1986,1987,1989,1993) In budgetary discussions, education and the equality of education should be a top priority. Improved funding sources should ensure adequate and consistent funding to our public schools, thus eliminating the annual "shortfall for education". The funding for each classroom unit should not be decreased nor the total number of students comprising a classroom unit increased. School funding should not be reduced in districts which have what may be construed as a "surplus" of funds in reserve. Wyoming citizens should pay adequate taxes to support public education, and laws restricting tax increases should not be passed by our state legislature. Lotteries, Gambling Promotional efforts to establish a state lottery or other gambling should not state or infer that profits derived from such a lottery will be used to fund the education of Wyoming's students. Our children and youth should not be used to sell the concepts of gambling. If a lottery should be established, any profits should be included in the general fund account of the state where it is evident to everyone the amount of funds generated and the distribution of those funds.
