What is General Plan ?
The General Plan is a comprehensive, long term declaration of purposes, policies and programs for the development of the City of Los Angeles. The General Plan is prepared and maintained by the Department of City Planning. It is approved by the City Planning Commission and the Mayor and adopted by the City Council. The General Plan includes eight elements: 1. The Framework Element establishing the conceptual basis for the General Plan of the City. The General Plan Framework Element is a strategy for long-term growth that sets a citywide context to guide the subsequent amendments of the City's community plans, zoning ordinances, and other pertinent programs. The Element responds to State and Federal mandates to plan for the City f Los Angeles' future. The Framework element supersedes Concept Los Angeles and the citywide elements of the City of Los Angeles General Plan. In many respects, the Framework Element is an evolution of the Centers Concept, adopted in 1974, that provides fundamental guidance regarding the City's future. 2. The Land Use Element consisting of 35 community plans and the Airport and Harbor Plans.

The Majors The department offers a specific program of courses to fulfill the state of California's science requirements for the Single Subject Teaching Credential in Science (beginning January 1995) and the current Life Science Teaching Credential. Students successfully completing one of these programs may be certified by the department as having demonstrated subject competency as required in part for acceptance into College of Education single subject credential program. The department also offers a program leading to the Recombinant DNA Technology Certificate. The purpose of this program is to prepare undergraduate and graduate students for employment in public and private organizations utilizing recombinant DNA technology. Environmental Health. (No new students are being admitted to this program.) Those who are interested in such problems as solid waste disposal, air pollution, hazardous materials and similar environmental concerns, may want to choose a major in environmental health.

Once a day, his keeper scrapes together leftover lunches from a nearby children's martial-arts school. When that's not available, all the bear gets is porridge or cornmeal soup. "We feed him whatever we can get, just like a pig," said zoo manager Yang Yisheng. Much has been made of China's record on human rights. But little is known about the country's dismal performance on animal rights. As the communist nation reaps the financial benefits of capitalist economic reforms, captive animals have become victims of the mad dash to get rich quick. "The big problem in China is there are no general animal-protection laws like we have in the West," said Victor Watkins, director of wildlife at the London-based World Society for the Protection of Animals. "There seems to be no regulation of the zoos, no real awareness and no concern for the welfare of animals." That's not entirely true. China does have a law that forbids the poaching and hunting of endangered species. But it has no legislation to prevent cruelty and abuse against animals, including those that may be endangered.

I’ve always felt ambivalence towards zoos. While I’ve understood their conservation role in not only re-establishing endangered species, as well as providing captive breeding sites to protect wild populations, I still felt a sense of unease at the very thought of the captivity of a formerly wild creature. Sure, captive breeding tends to eliminate the complaint of memories of the wild, but I had a sneaking feeling that there was an innate behavior that was being repressed by captivity. Also was it possible that we were creating "new" inbred species who were wild in appearance alone? If so, how can zoos claim that patrons were interacting with "wild"life? The more I thought about it, The more unsettling the questions became. Further study was required.

This paper examines the proposed new standards for exhibiting primates at zoos and animal parks in New South Wales. It examines why the standards have been developed and looks at some interesting welfare issues which the standards attempt to address. Some of the intended benefits for the primates, the general community, the zoo-visiting public, primate exhibitors and primate welfarists are presented.
Some of the difficulties encountered in preparing the standards have revealed deficiencies in published information and in the availability of information about a variety of factors that effect the welfare of primates kept for display. Examples are presented to encourage improvement in understanding of these factors.
Introduction
top The fact that non-human primates resemble humans in many ways has contributed greatly to their popularity as exhibit animals in zoos and animal parks. People readily empathise with primates and can become deeply concerned about their welfare. There is a growing appreciation that primates are one of the more highly developed groups of animals, having special psychological and social needs. The more advanced mental characteristics of this group arguably give its members a greater potential to suffer if their needs are not met. Consequently there is considerable public interest in the welfare of exhibited primates.

It updates that advice which was given on 24 February. (8 April 2001) Most conventional zoos are now open or about to open. There is no statutory requirement that zoos and wildlife parks should be closed to the public, unless they have a confirmed or suspected outbreak of the disease. If this does occur, or if an outbreak occurs in a neighbouring area, appropriate veterinary advice on epidemiological risk should be sought. Opening a zoo may very slightly increase the risk of introducing infection but the risk can be minimised by the application of precautionary measures. The question of opening is essentially one for the judgement of the individual enterprise. This note sets out the main risks and ways of managing them.
Animals at Risk
Some animal species kept in zoos and wildlife parks are susceptible to foot and mouth disease. These include cattle, sheep, goats, and other ruminants, swine and elephants. Although zoo and park animals have no direct contact with farmed livestock, they are still at risk of becoming infected. For example, infection could be introduced to the zoo by
