Sovereignty hile it has long been held that individual countries maintain ownership of their own sunken naval vessels, few countries have asserted their sovereignty over an early wreck. In 1996, however, Spain moved to claim the remains of the frigates La Galga, which sank in 1750, and Juno, which sank in 1802, both off the Virginia coast of Assateague Island (see " Spain's Day in Court "). The two wrecks had been claimed by Sea Hunt, Inc., a salvage firm headed by a Mr. Ben Benson. In April 1999 federal judge J. Calvitt Clarke, Jr., of the Eastern District Court in Norfolk ruled that while Spain did have rights to Juno, the 1763 Treaty of Paris, which ceded to Britain all North American Spanish possessions, included the wreck of La Galga. Spain decided to appeal the decision, citing a treaty signed in 1667 by which Spain and Britain declared neither would take possession of the other's sunken warships (Britain supported Spain in this). Meanwhile, Benson and Sea Hunt, Inc., which had permits from Virgina's Marine Resources Commission (VMRC) to search for and salvage the ships, were also unhappy about the ruling. The case, as heard before the Court of Appeals in Norfolk (chief judge J. Harvie Wilkinson, 3rd) pitted Spain, backed by Britain and the U.S. Department of Justice, against Benson's Sea Hunt, Inc., backed by VCMR. Spain's claim was simply one of sovereignty over its sunken warships. Justice Department involvement was motivated by a desire to establish sovereignty over sunken U.S. naval vessels. The sale of gold bars, nuggets and coins which were valued at $1.6m when the steamship sank during a hurricane on September 12, 1857, is set to generate unprecedented interest and conservatively estimated to make some $2-$3m. Sotheby's in New York has already realised $5,567,815 from its sale of 400 pounds of gold bars, ingots, coins and gold dust from the same wreck which was auctioned off in June this year. The lots sold represent just 8% of the overall treasure and comes from those underwriters and insurers that had rights to the gold having paid out insurance claims when the steamship first went down. The significance of the loss of SS Central America cannot be underestimated. Not only did 425 people perish, but the loss of the gold on board was so great that the sinking contributed to one of the worst financial panics in American history. The American banks were desperate for the gold having been drained of 20% of their gold reserves following the failure of the Ohio Life Insurance and Trust Company – the loss of SS Central America compounded an already dire financial situation.

The detailed /20-scale shipwreck miniature was hung upside-down from the hangar's ceiling, while the /20-scale Mir subs, built by Tony Meininger, were also mounted upside-down on two model-movers running along track on the stage floor. To program the moves of the Mir subs and the camera, which was itself mounted upside-down on a third grounded model-mover, Jim Rider, Titanic 's dry-for-wet motion-control operator, juggled 24 axes of motion (eight for each mover). The models and camera, working in close proximity, were constantly in danger of running into each other in the dark, smoke-filled stage. And with the shipwreck, subs and camera upside-down, Nash and company had to constantly be thinking in reverse.
