Recordkeeping/Reports: Private school administrators must report their enrollment to the local public school superintendent where the student resides within 30 days of the beginning of each school year. The reports must include the name, age and residence of each student. Notice must be given monthly of any student's admission or withdrawal from the school. Ga. Code Ann. § 20-2-690(b), (5), (d). The State Board of Education makes available through the local school superintendent printed forms necessary to comply with the reporting requirements.     General Legislative Provisions
    This first part of the review examines statutory provisions that have implications for, but do not necessarily address directly, students with disabilities or special education. Various provisions in state statutes grant charter schools varying levels of authority to govern themselves and to make decisions regarding the operation of the schools, including decisions related to personnel, curriculum, and expenditures. The extent of a charter school's operational autonomy will have an impact on how special education programs are implemented in these schools. As described in the following paragraphs, statutory provisions that give higher levels of autonomy include ones that allow or require charter schools to (1) operate independent from local school districts, (2) make their own personnel decisions, (3) be exempt from state and district education laws and regulations, (4) assume liability for their actions, and (5) receive their funding directly from the state.     COLUMBIA The Ten Commandments can hang inside South Carolina schools, Republican state Attorney General Charlie Condon said Monday, lending support to those who want to post the biblical laws in the classroom. ``A public school is not a place of religion. But religion has a constitutional place in the public schools,'' Mr. Condon said in a nonbinding 10-page opinion. However, he said, the commandments must be part of an exhibit to teach students about law, history or culture. Posting them alone probably would be unconstitutional, he said. Students can display the commandments as a free-speech right, but the state cannot endorse them, Mr. Condon said. The opinion invites South Carolina schools to violate students' religious rights, said Steve Bates, executive director of the state chapter of the American Civil Liberties Union. ``He's put us on notice to gear up our legal machinery in anticipation of taking a number of these issues to court,'' Mr. Bates said.

    ATLANTA - The strictness of zero tolerance in Georgia's schools seems to be a key to its effectiveness.
    The latest report from the Council for School Performance, a state-funded research group, found that the average Georgia high school last year had drug or alcohol violations for 0.6 percent of its students, while firearms violations were so small they couldn't be indicated with a number.
    The Center for Injury Control at Emory University talked to hundreds of students and staff for a study of school safety in 1996 and found that zero tolerance seems to be working.
    In the study of 15 Georgia schools, the center found mixed results from the use of lottery-funded metal detectors, cameras and other safety technology, but found that the most effective approach is having explicit, well-understood rules, said its director, Dr. Arthur Kellermann.
    The safer schools are the ones "that have very clear standards, firmly and fairly administered across-the-board, and where teachers and students bought in (to the rules)," Kellermann said.

Governor, Mark Taylor has demonstrated proven results that are making a difference for Georgia families. In 1998 Taylor defeated 12 opponents and carried almost 60% of the vote to become Georgia's 10th Lieutenant Governor. Taylor was the lead sponsor for the HOPE scholarship and pre-Kindergarten programs that revolutionized education in Georgia and made us the envy of the nation. There is now no tolerance in Georgia for violent students or weapons in our schools. Mark Taylor created a statewide Student Code of Conduct for Georgia's schools that is protecting teachers and helping good students learn by making sure the kids who do not play by the rules can not disrupt classes.
