KERNOCHAN CENTER FOR LAW, MEDIA AND THE ARTS ANNOUNCES A FORUM ON THE FCC MEDIA OWNERSHIP RULES
New York, NY – The Kernochan Center for Law, Media and the Arts at Columbia Law School hosted a forum for the discussion of Media Ownership Rules currently under review by the Federal Communications Commission. This forum took place on January 16, 2003 at the Frank Altschul Auditorium at Columbia University from 9:30am – 5 pm. FCC Chairman Michael K. Powell created the Media Ownership Working Group (MOWG) and charged it with developing a solid factual foundation for re-evaluating FCC media ownership policies. These policies are: the Broadcast-Newspaper Cross-Ownership Rule; the Local Radio Ownership Rule; the Television-Radio Cross-Ownership Rule; the Dual Network Rule; the Local Television Ownership Rule; and the National Television Ownership Rule. The FCC has affirmed its interest in seeking public input about them as part of the Public Comments process related to the consolidated rule- making. A new law that takes effect today in Georgia sounds like a good idea: protect registered trademarks on the Net. But a group of organizations, including the American Civil Liberties Union , Web page publishers, and other businesses, say the law is "ignorant" and "unclear"and they're vowing to strike it down. "Within a week a letter will be sent to the attorney general requesting an official opinion to narrowly construe this law," said Representative Mitchell Kaye (R-Marietta), who opposes the measure and retained Atlanta-based law firm Bondurant, Mixson, & Elmore to draft the letter and prepare for litigation. "In the absence of that, a federal court case will proceed." As CNET reported in April, the

11:00 AM Nov. 19, 1998 PT PHILADELPHIA A federal judge temporarily blocked prosecutors on Thursday from enforcing a new law that would restrict sexually explicit material online, a day before the Child Online Protection Act would have taken effect. US District Judge Lowell A. Reed Jr. said the law probably violates the First Amendment and that the 17 plaintiffs who challenged the federal law , including the American Civil Liberties Union, were likely to succeed in their lawsuit.

Statistics from the Ministry of Justice indicate that China has around 8 million mediators, with the necessary skills to help settle disputes between quarrelling parties. The service is free of charge. Last year mediators nationwide settled more than 6 million disputes, according to official figures. However, that number is a sharp drop compared to that of the early 1980s when the practice was at its peak. Disputes resolved at that time with the help of mediators were 17 times that settled by the courts. This ratio shrank to 1.7:1 last year, reported the ministry. (China Daily/ Mediation cheap, effective/ Nov. 21, 2002)
