The purpose of this article is to explore the multifaceted and complex issue of standardized assessment and educational accountability and present results of an informal survey designed to explore the opinions of graduate students in a practitioner-based teacher preparation program regarding standards of learning and teacher training. The issues of appropriateness of SOL tests for at-risk learners and teacher feelings of efficacy following training were addressed in this survey. We feel the results yield useful information that will assist classroom teachers, teacher educators, and policy makers in their development of more effective training programs.
In response to current teacher shortages, many schools are being forced to place unprepared individuals in classrooms on provisional licenses. Some alternative paths to teacher licensure may be appropriate to meet these challenges, however, not at the expense of professional standards and integrity. Many quick-fix strategies such as the practice of utilizing teachers in subjects areas in which they are not certified do not serve the best interests of students or teachers (Finding Good Teachers, 1999). Consequences of the imposition of these quick-fix strategies include high burnout rate and poor classroom discipline (Berliner, 2000). Most authorities agree there is a need to find a better solution to the teacher shortage than simply filling classrooms with people who are not properly trained to teach.

Arlington's Standards Of Learning Scores Improve
Arlington Public Schools saw an increase in the proportion of students passing the 1999-2000 Virginia Standards of Learning tests (SOLs) that may result in 10 or more schools receiving state accreditation. Adjusted pass rates for the division as a whole increased from 1998-99 to 1999-2000 on 16 of the 27 tests. The largest one-year increase was in grade 5 history, which improved 10.4 percentage points. Increases of between eight and nine percentage points were seen on all three end-of-course math tests, and smaller increases were seen on grade five Math of 6.3 percent and grade eight Technology of 7.6 percent. Of those tests that declined, the largest decline was in World History. However, the number of test-takers in World History dramatically increased over last year. Of the tests with large numbers of test takers, the largest declines were in Chemistry with 4.2 percentage points and grade five Science with 4.1 percentage points. Of the 26 tests that have been given for all three years of the SOL program, Arlington's overall pass rate improved on all of them. Increases of over 20 percentage points were recorded in Algebra I with 27.9 percent, Algebra II with 25.3 percent and grade five History with 22.4 percent. Four more tests showed increases of over 10 percentage points.

    Arlington's Spring 2001 Standards of Learning Scores Show Improvement in Achievement
    Arlington Public Schools achieved an increase in the proportion of students passing the 2000-2001 Virginia Standards of Learning tests (SOLs) that will result in at least 15 schools being fully accredited according to the 2007 standards. "These results, in the main, are very positive," said Dr. Robert Smith, Arlington Superintendent. "They reflect the sustained and hard effort of students, teachers, principals and central instructional staff who, on one hand, have ensured that instruction accounted for the Standards of Learning. On the other hand, they have also ensured that what we teach has not been reduced to that which is tested. They have continued to focus on the richness and the rigor represented in the Arlington curriculum." Mary Hynes, Chair of the Arlington School Board, commented on this year's improved results, noting, "These SOL gains reflect our community's continuing financial commitment to excellence for all of Arlington's children. Last year, the School Board was able to direct resources toward stretching gifted students, encouraging and supporting under-performing students and attracting and retaining high quality staff to work in all our schools. At the same time, we were able to invest in the arts and in technology as important areas of study which enhance and extend our students' learning far beyond the SOLs.       Background and Purpose
      The SOL tests are criterion-referenced achievement tests. That is, they relate each student's performance to a predetermined set of criteria in this case, mastery of the SOLs. Other standardized tests given to Virginia students, such as the Stanford 9 and the SAT, do not focus specifically on what Virginia students are being taught in the classroom. Results from the SOL tests can be used to determine exactly what knowledge and skills students possess, as opposed to simply comparing a student's scores with those of other students taking the test. Beginning with the Class of 2004, all students must pass six End-Of-Course (EOC) tests in order to qualify for a Standard Diploma (nine to qualify for an Advanced Studies Diploma). At all grade levels, SOL results will be considered in promotion and retention decisions for individual students. In addition to documenting student achievement, the SOL tests will also be used as the major component in determining a school's accreditation status. By the 2006-7 school year, all schools must achieve a passing rate of at least 70% (50% for Grade 3 History and Science) of all eligible students to retain accreditation.

    standards of learning SOL Issues and Answers What Parents and the Community Should Know About the State Standards of Learning Today, parents and community members are hearing many conversations among teachers, principals, the media, and politicians about the state's Standards of Learning (SOLs). What exactly are they? Essentially, these standards describe what Virginia public school students should learn in kindergarten through grade 12. Related to the Standards of Learning are the state Standards of Accreditation, which require state tests at the end of grades 3, 5, and 8 to assess how well students have learned the SOLs in math, English, science, and history. Students in grades 5 and 8 are also tested on their understanding of technology. High school students are required to take SOL tests at the end of certain courses in math, English, science, and history. Eventually, these end-of-course test results will determine if students can graduate. Like many other school districts in Virginia, the Alexandria City Public Schools has been making sure that its curriculum, or what students are being asked to learn, is the same as what the state requires. Alexandria's schools have always had high standards. Now however, the state requires a new curriculum measured by new tests. Like every other school system in Virginia, Alexandria's schools need time to adjust. As all of us - teachers, students, principals, and families - become more familiar with these state tests, scores will rise.

    To respond to a perceived need to raise studentsÂ’ achievement levels, the Virginia Board of Education initiated a sweeping reform of the K-12 education system in 1994. That reform is grounded in the belief that all students in Virginia, regardless of their background or where they live, deserve a quality education. The reform consists of four major elements:
    • high academic standards, known as the "Standards of Learning," or "SOLs," tests to measure student progress in the Standards of Learning, measures to ensure accountability for student achievement, and communication to parents and the community through a School Performance Report Card.
    Between May, 1994-January, 1995, lead school divisions were selected to develop standards in the four major content areas of English, mathematics, science, and social studies. Writing teams were convened to develop working drafts and distribute them across the state for field review. This initial phase was followed by refinement by the Superintendent of Public Instruction, the Virginia Department of Education and other interested groups and individuals. The standards were then submitted to the Virginia Board of Education for consideration. The Virginia Board of Education released the draft SOLs for public comment during the spring of 1995. Ten public hearings were held throughout the state. The standards were approved by the Virginia Board of Education in June, 1995 and then distributed to local school divisions for incorporation into their K-12 curricula.

    A CROSS THE NATION, AT ANY GATHERING OF EDUCATORS, THE MOST pressing issue of the day concerns higher standards. One case in point is Virginia, where recently implemented and tested Standards of Learning have everyone buzzing with questions: Is testing students the best way to test schools? How do passing scores get set? What happens if a school loses its accreditation? How are teachers held accountable? The Commonwealth is part of a national trend toward standards-based education. More than half the states are using standardized tests to apportion rewards and penalties to students, schools, and teachers. In an effort to address this trend, the Curry School of Education is preparing teachers to incorporate the Standards of Learning, or SOLs, into their classes. "Colleges and universities have to be part of the solution to the problems in public education," Curry School's Dean David Breneman says. "We cannot afford to point fingers and say, 'Why don't they fix it?' Our faculty is committed to preparing pre-service teachers to apply the Standards." Background The standards movement began in Virginia in the face of alarmingly high failure rates. For example, nearly one in three sixth-graders in Virginia public schools failed to pass all parts of the most recent Literacy Passport Test, which measures the most rudimentary levels of reading, writing, and math skills. This failure rate has not improved at all in the 10 years it has been given.
